Chief of Party (CoP) West Bank

This position is contingent upon Customer approval, funding, and/or position availability.

Amentum is seeking a qualified candidate to serve as Chief of Party in the West Bank. This position will be responsible for overseeing design services and providing construction oversight on behalf of USAID. The Program Manager/Chief of Party will also provide overall leadership, management, and technical direction to achieve project objectives.

JOB DUTIES AND RESPONSIBILITIES:

• Provide overall leadership, management, and technical direction, ensuring a common vision among project staff and stakeholders while integrating activities under different expected results and objectives.
• Serve as the primary point of contact for USAID/West Bank.
• Manage project staff and sub-contractors.
• Maintain strong relationships with key stakeholders, USAID, Cooperating Country government counterparts, and other public and private sector stakeholders.
• Ensure design services meet appropriate design standards and norms and ensure that the construction management program aligns with local and international standards of practices.

REQUIRED SKILLS AND QUALIFICATIONS

• Minimum educational requirement of a Bachelor of Science degree (Master’s preferred) in civil engineering, construction management, or a comparable discipline;
• Registered US Professional Engineer or equivalent.
• At least 15 years of overall experience and previous program leadership experience with activities of similar scope and complexity with specific experience with:
• Establishing and implementing quality management programs for infrastructure projects, including quality assurance and quality control works for renovations as well as new construction.
• Management experience associated with water and sanitation facilities as well as building construction.
• Demonstrable knowledge of infrastructure norms (e.g., quality and practices) in developing countries and the US;
• Expertise in the area of gender sensitive design, procurement, and construction activities.
• Experience in West Bank and Arabic Language capabilities are preferred.
