1. General Background:

Honduras is characterized by a situation of protracted internal displacement due to violence. It continues to be affected by high levels of violence representing a challenge in terms of protection and assistance. Despite the fact that forced displacement was recognized by the Government in 2013, an adequate response remains a challenge due to: i) multiple flows of people within the same high-risk zones (people at risk of displacement, IDPs, deportees, and the population as a whole); ii) high-risk cases unable to access international protection; iii) a crisis of rule of law due to governance problems that inhibit an adequate response to human rights violations and widespread violence mainly, but not exclusively, in urban settings.

The Government faces the challenge of strengthening its governance structure and overcoming issues of corruption and impunity. The country has one of the highest numbers of gangs (maras y pandillas) per territory, and they are mostly located in urban areas in Tegucigalpa, San Pedro Sula, and La Ceiba, exercising territorial control over most of the neighborhoods. The situation has worsened since 2000 when Honduras became a key narcotraffic route in the Central American Region.

In response to that situation, on 21 December 2022, the National Congress of Honduras approved the Law for the Prevention, Care, and Protection of Internally Displaced Persons. The process concluded with the presidential sanction and the promulgation of the Law in the Official Gazette “La Gaceta” published on 20 March 2023.

This is the first legal framework adopted by the Honduran State to offer a comprehensive response to internal displacement caused by generalized violence in the context of organized crime. The Law contemplates a series of comprehensive measures to prevent internal displacement, through early warning systems, prevention, and contingency plans; humanitarian assistance and protection of affected rights, such as education, housing, abandoned or dispossessed land, and property; as well as seed capital and access to justice to achieve lasting solutions.

2. Purpose and Scope of Assignment:

All UNHCR affiliates are accountable to perform their duties as reflected in their terms of reference. They do so within their delegated authorities, in line with the UNHCR Policies and Administrative Instructions on Managing Affiliate Workforce as well as relevant accountability frameworks. In addition, affiliates are required to discharge their responsibilities in a manner consistent with the core, functional and cross-functional competencies and UNHCR’s core values of professionalism, integrity, and respect for diversity.

Duties and responsibilities:

– Support the implementation of communications strategies for Honduras and the Communications special project “Law for the Prevention, Care, and Protection of Internally Displaced Persons” according to its thematic priorities and target audiences to meet UNHCR’s global, regional and country-level communications objectives of leading the narrative, UNHCR style and brand guidelines.
– Monitor news and popular trends to insert UNHCR’s messaging into ongoing conversations; identify key moments for proactive communications.
– Help forge strategic partnerships with individuals and organizations who can help produce and promote UNHCR content, activities, and messaging as well as provide research insights to improve communications; promote the work of engaged businesses and civil society actors.
– Develop informative, academic, and authoritative content to socialize and strengthen the “Law for the Prevention, Care, and Protection of Internally Displaced Persons” implementation process and showcase its impact (e.g., video recording and editing, production of online training courses, animation, script writing, design and/or layout of printed materials, editorial support, interviews, press releases, flagship reports, speeches, and others related). All the raw contents will be provided by the UNHCR Honduras team.
– Help ensure that content created reaches maximum impact by supporting the development of strategies for distribution from the outset, boosting the visibility of our content on relevant UNHCR channels, and placing it on external channels in previous coordination with the supervisor.
– Help monitor the implementation of communications projects and adjust accordingly.
– Assist in research, preparation, editing, and production of professional media and communications materials for target audiences and ensure their timely dissemination via UNHCR’s communications channels, ensuring the highest quality standards.
– Continually maintain and upgrade communications skills, keeping abreast of emerging platforms and tools, and systematically reviewing media impact results and other measurement tools for learning purposes.
– May be required to assist in the implementation of campaigns, events, and other initiatives in support of UNHCR or the implementation of the strategic objectives “Law for the Prevention, Care, and Protection of Internally Displaced Persons”.
– May be required to travel for content gathering.
– Perform other related duties as required.

3. Monitoring and Progress Controls:

The UNOPS Contractor will be required to:

– Timely delivery of key products required for the dissemination of the “Law for the Prevention, Care, and Protection of Internally Displaced Persons” implementation process and showcase its impact.
– Delivery of an online training course for public servants (video recording, video edition of the course, After Effects edition). Voice-over narration and subtitles for the content should be included.
– Timely and quality support towards the design and delivery of high-quality UNHCR materials such as informative materials such as factsheets, reports, small books, infographics, animations and other related.
– Support on the Campaign “247 mil razones” relaunch.
– Liaison with internal and external audiences.
– Timely delivery of other communications requirements.

4. Qualifications and Experience:

a. Education:
Graduate degree in Communications with expertise in audiovisual production and graphic design skills.

b. Work Experience:
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

– Research and exploration.

Native level in Spanish is essential. Working knowledge in English is desirable.
