Consultant for GBVIMS+ and Child Early and Forced Marriage (CEFM)

Purpose of Activity/Assignment:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does – in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life – in its social, political, economic, civic and cultural dimensions – her or his rights are violated. This is why the focus on equity is so vital.

Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention and risk mitigation of, and response to GBViE one of its targeted priorities in its new Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the new Child Protection Strategy. GBViE contributes to the results under Goal Area 3 and is also now a cross-cutting priority across the new Strategic Plan.

Primero/GBVIMS+ module in Primero was launched in 2015 and builds off decades of lessons learnt from the legacy GBVIMS; a survivor-centred system that utilizes the technological innovation of Primero to manage individual cases and services for GBV survivors. To date the GBVIMS+ is rolled out in 10 contexts with near 1000 users globally and growing. UNICEF has also been leading on the inter-agency efforts to rollout Primero/GBVIMS+ into national, government-level structures for greater sustainability.

In addition, based on years of successful rollout of the Case Management Capacity Building Initiative (CM CBI), UNICEF is planning to develop and disseminate a practical guidance and associated training package on case management to better equip service providers to respond to Child, Early and Forced Marriage (CEFM). The development process will start by a desk review at global, regional and country levels, followed by a co-creation workshop with women-led organizations. To support the development of the guidance, a dedicated Advisory Board will be established, composed of local, national, and international NGOs, and UN agencies working on the issue of CEFM response from all over the world. In addition, relevant global GBV and CP coordination structures will also be represented in the Advisory Board to ensure complementarity with other initiatives and avoid duplication.

During the 6-month period of the contract, the consultant will support the expansion of the rollouts of Primero/GBVIMS+, and develop guidance for responses to CEFM, through targeted tasks listed below.

Scope of Work:

Under the supervision of the Child Protection Specialist (GBViE Innovation and Service Delivery), the consultant will be responsible for completion of the following deliverables:

1. Develop the System Admin training material;

2. Develop and disseminate at least two GBVIMS+ learning products;

3. Deliver specific technical capacity development sessions to support the GBVIMS+ government roll-out in Sierra Leone.

4. Establish CEFM Advisory Board to support the development of the case management guidance;

5. Develop methodology for a global desk review on CEFM.

The consultancy will be home-based with travels when need be/feasible.

Terms of Reference / Deliverables/Deadlines

Qualifications

(1) Education

Inter Disciplines, Bachelors Degree Public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.

(2) Work experience

  • 5 to 8 years of programme management experience, preferably including at least 3 years implementing GBV programming and/or engaging with GBV coordination in humanitarian contexts
  • Demonstrated experience with GBV case management and its intersections with information management.
  • Familiarity with Primero/GBVIMS+; experience supporting staff in GBV information management, and experience providing case management training a plus
  • Experience in Gender or GBV related knowledge management and sharing is an asset.
  • Demonstrated expertise in the deployment of information management system.
  • Demonstrated experience in database development, usage and management
  • Demonstrated experience developing and facilitating remote workshops.

(3) Competencies

  • Deep understanding of GBV guiding principles and what it means to provide a survivor-centered response.
  • Demonstrated capacity to analyse data/statistics for humanitarian operations.
  • Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
  • Excellent Computer skills, including MS Word, Excel, Access and database software, in-depth knowledge of pivot table/chart and data analysis.
  • Strong understanding of browser-based applications, interfaces, workflows and role-based access.
  • Ability to work with a team as well as independently in a multi-cultural environment.
  • Proven capacity to work with and lead collaborative teams across different locations and with different technical skills.
  • Excellent communication skills, written and verbal.
  • Creative, innovative thinker who can also translate ideas into practical applications.
  • Proven skills in networking, strategic thinking, problem solving, advocacy and negotiation.
  • Ability to quickly develop a sound understanding of the processes performed by UNICEF functional areas, both at Headquarters, Regional and Country Office levels.
  • Excellent drafting skills and ability to write effectively for UNICEF external products.
  • Demonstrated organizational skills, including the ability to work independently and productively with multiple stakeholders in a fast-paced environment.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.
  • Fluency in written and oral English is required.
  • French and/or Arabic are an asset for this role.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
