Deputy Country Director – Sierra Leone

About the role

Main Job Purpose

  • Under the supervision of the Country Director of Crown Agents Sierra Leone, to provide overall operational support and control and strategic guidance over the functioning of the CAiSL platform and portfolio working in close cooperation with the Senior Management Team.
  • To manage CAiSL operations in accordance with national regulations, company policies and sectoral best practice.
  • To proactively and effectively support the Country Director with clients, suppliers and other key external stakeholders within the public and private sector to promote CA’s business, generate high quality market intelligence for growth and effectively develop new projects.

Main Job Responsibilities

Strategy

  • Advise and support the Country Director on the deployment and finetuning of the strategic direction for CAiSL
  • Provide sound interpretation of local market information and be fully aware of national regulations and political and economic contexts in determining operational priorities
  • Act as the principal adviser to the CD on all management and strategic issues and assume responsibility of the office in the absence of the CD

Business Winning

  • Support the efficient utilisation of existing contracts to develop new and expand existing business units within CAiSL
  • Support the Country Director in the development of new leads for the office

Staff Management

  • Supervise the HR, procurement and logistics functions on a daily basis, as per CA values, policies and guidelines as well as relevant in-country legislation.
  • Encourage and ensure effective communication between different projects and departments within the CAiSL and Global CA structure

Operations & Finance oversight

  • Supervise the Finance department CAiSL finance team, oversee all financial management, audits, budgeting, commercial proposals, cash flow management, time sheet recording, monitoring all expenditures or budget activities for all CAiSL.
  • Advise the Country Director on effective programme implementation, financial integrity, value for money for CAiSL and its clients.
  • Oversee the logistics and administrative functions and processes, within the CAiSL structure, including contracts management and IT support and management of procurement.

Programme Delivery

  • Support project implementation, in collaboration with local and global teams, ensuring that all programmes are aligned with donor regulations and procedures, this includes the reporting, fair and transparent procurement processes, review of financial management.

Safeguarding

  • Be aware of and compliant with all the standards following Safeguarding procedures and policies. Promote Crown Agents’ speak up culture in order to protect the welfare of children, young people and vulnerable adults

General

  • Aware of and adhere to company quality standards and procedures in accordance with Crown Agent’s commitment to working to the highest quality standards and striving for continual improvement.
  • Any other duties as appropriate to the position, as requested.

About you

Requirements

Qualification

  • Relevant university degree required; master’s degree is preferred.

Experience

  • Minimum of 5 years of progressively responsible experience in a senior manager role. Previous experience working within or with private not-for-profits is a plus
    Strong interpersonal and soft skills such as delegation, communication, trustworthiness, empathy, leadership, listening and coaching.
  • Being inclusive and collaborative in a team environment
  • Previous experience in managing a diverse team in a resource limited setting.
  • Attention to detail and ability to effectively perform multiple tasks and balance competing priorities often within a defined timeline
  • Demonstrated ability to build and maintain relationships with senior-level stakeholders, particularly interacting productively, proactively, and comfortably with government directly and govt agencies, NGOs, private sector groups.
  • Excellent communication skills
  • Prior experience working with larger international donor- funded projects.
  • Ability to travel as required to support CA business in Sierra Leone
  • Demonstrated experience and knowledge of working with or for international organisations.
