Director, Monitoring, Evaluation, and Learning (MEL) | Kathmandu, Nepal | 2023

Chemonics International Inc. seeks a Monitoring, Evaluation, and Learning Director for the anticipated
USAID Health Systems Strengthening (HSS) activity in Nepal. The anticipated, five-year, $25-50 million
USD activity aims to strengthen and enhance the health system in Nepal to deliver quality health services.
The project will bolster local health system governance, partner with government to enhance health
facilities to ensure a full range of high quality, client-centered maternal newborn, child health, and family
planning services, foster health service public private partnerships, and build resilient health systems. The
director for monitoring, evaluation, and learning will oversee all data collection and learning components
of the project, including the design and implementation of the MEL work and corresponding data and
information system/s. We are looking for individuals who have a passion for making a difference in the
lives of people globally.

Responsibilities include:
• Guide reporting processes among technical staff, ensuring timely, accurate, and complete
reporting
• Promote learning and knowledge sharing of best practices, and dissemination of lessons learned
• Mentor and support all the technical staff in MEL functions and manage any MEL-related
program staff
• Support data driven approach to improving access to and utilization of equitable health care
services in Nepal
• Track indicators, monitor and report on targets, and support progress on all data collection,
review, and analysis at the central level
• Support project activities to capture data on indicators and to document best practices and lessons
learned as required by USAID, participate in development of strategies and trainings in datadriven decision making;
• Lead development of project deliverables, such as workplans, quarterly reports, etc.
• Support data collection and research for research studies and protocols to generate evidence for
which innovations work, which do not work, and why.
• Participate in and document quarterly strategy reviews and pause & reflect sessions and support
development of core components of program progress reports for USAID
• Support implementation and monitoring of projects overall learning agenda to support
compilation of lessons learned and best practices from routine activities, and contribute to
quarterly Activity evaluations
• Support the interpretation and presentation of MEL findings for Activity planning, decisionmaking, course-correction, and communication of successes
• Any other assigned tasks by supervisor

Qualifications:
• Master’s degree in a relevant field, such as public health, development economics, biostatistics,
or social sciences
• At least seven years of experience in managing and/or leading MEL activities for large-scale
health service delivery or HSS programs, in Nepal or similar context, with at least three of those
years as a senior advisor or staff member
• Demonstrated experience in setting up and managing MEL systems that track performance
• Demonstrated experience in supporting implementation of MEL systems in complex donorfunded development projects. Experience implementing MEL activities on health system
strengthening projects and/or projects that integrate MNCH
• Demonstrated ability to collect/monitor collection of baseline data collection and analyses
• Demonstrated ability to translate project objectives and vision into an evidence-based theory of
change
• Strong analytical skills to successfully use data and evidence to guide program adaptations
• Excellent ability to articulate oral and written technical information clearly and effectively to both
technical and non-technical audiences
• Previous experience supporting MEL on USG-funded health programming in Nepal desired
• Demonstrated expertise in both quantitative and qualitative research methods, and experience
conducting statistical analysis Data visualization skills desired
• Demonstrated commitment to ethical and transparent practices
• Familiarity with USAID’s regulations; knowledge of Chemonics’ procedures preferred
• Fluency in English required
• Knowledge of Nepalese and other local languages a plus
