Donors’ Compliances Training

  1. Overview of SEMA:

SEMA İNSANİ VE TIBBİ YARDIM DERNEĞİ is a leading NGO, registered in Turkey on 24 Oct 2013, and operating projects in the health, nutrition, protection, medical education, and early recovery sectors.   1. Consultancy objective:

SEMA is requesting a training session that covers compliance and regulations associated with USAID, FCDO and ECHO funding, and is designed to enhance the ability of SEMA’s staff to effectively manage the projects awarded by the institutional donors and maintain being compliant with these donors. This course should give the skills and knowledge needed to confidently understand the differencebetween the compliance and regulations of the main international institutional donors.

  1. The competencies and skills required for the consultant:
  • Experience in the humanitarian sector for more than 10 years and in the institutional donors for more than 5 years.
  • Being familiar with the requirements needed to apply for and funded from the institutional donors.
  • Experience in managing grants funded by USAID, FCDO and ECHO
  • Experience in finance and supply chain systems
  • Experience in similar consultancies and the Syrian context.
  • Strong facilitation and training skills

Compliance, Grants team, Program department, Supply chain Manager, finance Manager, and it might be attended by the CEO, Country Director and/or other senior positions.

  1. the language of the consultancy:

English is must, while having Arabic is an asset.

  1. duration of the consultancy:

the training should start in the period extended between 10 August and 25 September for six working days, Knowing that the training will be done physically or remotely.

  1. Topics to be covered

This training should equip SEMA’s Staff with a detailed information at FCDO, ECHO, & USAID rules, regulation and compliances to:

  • Ensure compliant and successful program implementation
  • Build and manage collaborative relationships with key players related to SEMA award
  • Identify when approvals, waivers, and extensions are required
  • Develop strategies for finding the answers to common and complex issues (e.g., determining allowable costs, correct procedures for purchasing equipment, property disposition, limits on budget revision, cost share, documentation requirements, avoiding common audit findings)
  • Budgeting requirements between FCDO, ECHO, & USAID
  • Visibility requirement between FCDO, ECHO, & USAID and the exemption for Syria Response
  • Define the criteria for and list specific examples of ineligible and restricted goods under FCDO, ECHO, & USAID funds
  • Highlight and detail the differences between FCDO, ECHO, & USAID rules, regulation and compliances
  • Appropriate communication & operation methods to engage with ECHO, FCDO, & USAID. The complementary between the HQ and field offices of these institutional donors.
  • Identify what makes a vendor or supplier ineligible under a FCDO, ECHO, & USAID grants.
  • Describe the requirements of the FCDO, ECHO, & USAID for managing property and capital expenditures as part of a FCDO, ECHO, & USAID funded grants.
  • Identify when a formal grant amendment is necessary, as well as Describe what to include in a grant amendment request, and why
  • Auditing the grant funded by FCDO, ECHO, & USAID

Note: the training should be customized as per the Syrian Context or similar
