DRC has been operating in Somalia since 1998 using a protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.

Overall purpose of the role

Overall responsibility for emergency activities being implemented by DRC in hard-to-reach locations. Management of relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities during the deployment to locations.

Sector responsibilities: responsible for organizing and supervising the integrated first line response mechanism implementation in hard-to-reach locations including rapid needs assessments and emergency MPCA, Protection and WASH interventions. S/he will have a CVA background and strong negotiation skills.

Responsibilities:

Programming and Operations:

  • After consultation with Safety and access team, deploy to pre-identified H2R locations for delivery of assistance.
  • Monitor humanitarian alerts through the DRC team, humanitarian partners, etc. and rapidly launch assessments with prior validation of the Emergency Manager & CD/Head of Programme/Head of Operations.
  • Plan multi-sectorial evaluation including operational aspects (team composition, number of cars required, movement plan, security checks with the Head of safety, etc.)
  • Supervise the team for data collection and entry, conduct quality checks, and triangulate information to ensure veracity and reliability of data
  • Write rapid needs assessment reports using defined format, and within established deadlines, providing clear operational recommendations for intervention
  • Review existing assessment tools and propose improvements/adjustments to the Emergency Manager as necessary in accordance with response mandate
  • Initiating the coordination with relevant bodies (including ICCG) around the revision of tools for rapid multi-sectorial assessment
  • Review assessment findings on the and advise on recommended interventions, considering the do no harm principle
  • Reviewing/editing and validating assessment and intervention reports produced by the respective Sector Officers and sharing them with relevant partners at field/central levels
  • Coordinating the IFLR response with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies
  • Participating in relevant coordination forums to share updates on the IFLR (methodology, tools, results, operations, etc.)
  • Fill in as Focal Point at central level for the H2R project components (quarterly meetings, information sharing, project review, etc.…)
  • Following up with the Clusters and other inter-agency forums, on the recommendations produced by the H2R to increase coverage of needs (where gaps identified)
  • Liaising with the ICCG in Mogadishu to share lessons learnt in the implementation of the IFLR

Staff Management

  • Manage the Mobile Response Team, including through the recruitment, training, daily supervision and performance management of Mobile Response Officers and Assistants in collaboration with the Emergency Response Manager
  • Provide training to the DRC teams and support the capacity development of mobile response team
  • Develop action plans and deployment movement plans in coordination with the Safety, Supply Chain, HR and Admin departments.
  • Conduct evaluation of staff according to DRC procedures

Monitoring and Reporting

  • Review programme monitoring tools as necessary and prepare monthly Activity Progress Reports (to be sent to Emergency Response Manager)
  • Ensure PMDs are systematically conducted after specified periods, analyse data an prepare the report (to be sent to Emergency Response Manager)
  • Link with the M&E team to facilitate external monitoring of the project and take corrective actions where necessary.
  • Link with the M&E team to facilitate the roll out of a feedback and complaint mechanism as part of the Emergency Response

Support and Representation:

  • Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other team members.
  • Ensure DRC’s principles and approaches to emergencies are integrated into the response.
  • Ensure DRC is positioned as a leading emergency actor including sharing emergency information to inform and guide the overall emergency response.
  • Initiate procurement of emergency programme goods, services, and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner

Qualifications and Experience

  • Minimum 3 years in similar position managing staff with proven experience of CVA programming, Shelter/NFI and or protection
  • University Degree in social science, international development, economics, or political science.
  • Minimum 5 years in humanitarian sector
  • Excellent skills in MS Office (Word, Excel and PowerPoint)
  • Experience in working with ODK, Kobo and data analysis.

Conditions

Contract: 12 Months with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for National Staff; Employment band Management F2
