SOLIDARITES INTERNATIONAL (SI) est une association d’aide humanitaire internationale qui, depuis plus de 40 ans, porte secours aux populations victimes de conflits armés et de catastrophes naturelles en répondant aux besoins vitaux, boire, manger, s’abriter. Particulièrement engagée dans le combat contre les maladies liées à l’eau insalubre, première cause de mortalité au monde, SI met en œuvre par ses interventions une expertise dans le domaine de l’accès à l’eau potable, l’assainissement et la promotion de l’hygiène mais également dans celui, essentiel, de la sécurité alimentaire et moyen d’existence. Présentes dans plus de 20 pays, les équipes de SI, 3000 personnes au total, composées d’expatriés, de staffs nationaux, de permanents au siège, de quelques bénévoles…- interviennent avec professionnalisme et engagement dans le respect des cultures.
La mission
Haïti est un pays largement exposé et vulnérable aux aléas climatiques. Depuis 2004 un total de 49 désastres naturels a frappé le pays, et cette tendance s’est confirmée en 2020, avec un record de 30 systèmes baptisés dans l’Atlantique Nord.
L’alternance des phénomènes El Niño et La Niña ainsi que les effets du réchauffement climatique impacte directement Haïti, ainsi les épisodes de sécheresse répétés limitent l’accès à l’eau, à la fois pour la consommation des populations et leurs cheptels, mais également pour l’irrigation.. De plus, les saisons cycloniques mettent le pays en alerte plus de 4 mois par an. La mission est positionnée sur deux axes : Les réponses en urgence et les projets de renforcement de la résiliences des communautés ou des acteurs locaux dons le domaine de l’EAH et de la sécurité alimentaire et nutrition. Ceci principalement sur la zone de Port au Prince, dans des quartiers où vivent des déplacés internes ou des personnes très vulnérables et ceci dans un contexte sécuriraire requérant une stratégie d’accès fine et une gestion de la sécurité quotidienne. La mission reçoit des financements institutionnels de la part du CDCS, ECHO, UNICEF, AAP et travaille sur d’autres options en consortium avec des acteurs santé ou protection pour une meilleure approche intégrée.
En plus des aléas climatiques, Haïti fait face à une crise de gouvernance avec la délivrance de service publics déficients et de très faible qualité.
Le contexte haïtien est par conséquent le théâtre régulier de réponses d’urgence, menées en parallèle d’actions plus durables. La réponse à des besoins immédiats permet de soulager la population des zones d’intervention, alors que les projets à plus long-terme visent à améliorer durablement leur résilience et/ou prévenir les risques.
Aussi, la stratégie de Solidarités International s’inscrit dans une réflexion d’intégration et de lien entre développement et action d’urgence, particulièrement adaptée à la dynamique de la crise haïtienne visant à renforcer les capacités des acteurs locaux tout en se dotant d’une solide capacité d’intervention en cas d’urgence dans un contexte sécuritaire tendu où la négociation de l’accès est une clef essentielle.
OBJECTIF GENERAL:
Le/la Directeur.rtice pays est le/la représentant.e officiel.le de Solidarités International. Il/elle :
- Est responsable du bon fonctionnement de la mission.
- Propose, en fonction du contexte géopolitique et humanitaire, la stratégie mission et s’assure de sa mise en œuvre une fois validée.
- Contrôle et garantit que les projets se déroulent en adéquation avec la charte de Solidarités International et dans le respect des procédures internes et contractuelles.
- Mobilise les moyens matériels et financiers nécessaires à la bonne conduite des programmes et en supervise la gestion.
- Coordonne les équipes en place et est le garant de leur sécurité sur la mission.
Il/elle est l’interlocuteur.trice direct.e et privilégié.e du siège de Solidarités International.

- Dans le cadre d’une augmentation substantielle de l’activité, structurer, encadrer, gérer des nouvelles équipes et une nouvelle dynamique
- Travail sur l’accès et l’acceptance pour renforcer le positionnement de SI dans le cadre de la coordination purement humanitaire / apporter notre plus-value
- Explorer des premières possibilités d’activités hors PaP soit en Artibonite soir dans le Nord-Ouest.
- Continuer l’engagement bailleurs pour pérenniser la mission dans les années qui viennent
- Supporter le développement d’activités nouvelles en lien avec la nutrition, la sécurité alimentaire
PRIORITE SUR LES 2-3 PREMIERS MOIS:
- Continuation de la structuration, accompagnement, recrutements, entretiens dynamiques d’équipes et nationalisation des postes
- Appui pour une bonne mise en place de tous les projets en cours et exploration Artibonite/Nord Ouest
- Engagements bailleurs, clusters, coordination humanitaire et ONGs partenaires, exploration possibilités consortium

Votre profil
DIPLÔME REQUIS
- Diplôme universitaire de niveau minimum BAC + 4 dans le secteur de l’humanitaire,
- Expérience minimum de 3 ans à des postes similaires
- Expérience préalable en Haiti appréciée
- Expérience en gestion et coordination de projets humanitaires
- Forte expérience en management
- Expérience en gestion de la sécurité
EXPERIENCE
- Au moins 5 ans d’expérience dans le secteur de l’humanitaire
- Une première expérience sur un poste équivalent
