HR Coordinator, Gaza

Program Summary:

Project HOPE is providing humanitarian assistance to conflict-affected persons throughout Gaza. The portfolio in the Gaza Strip focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs. Project HOPE is working to scale up its emergency response efforts while building a longer-term country program.

This position will be based in Gaza. Local Nationals Only.

POSITION SUMMARY:

The HR Coordinator plays a crucial role in supporting the organization’s human resources functions, ensuring effective recruitment, onboarding, contracts management, employee relations, and compliance with relevant laws and regulations. The HR Coordinator will provide strategic support to the ongoing growth of the response effort and serve as a key point of contact for employees, providing guidance, support, and facilitating positive workplace relationships and a culture of engagement and professionalism.

PRINCIPAL RESPONSIBILITIES

  • Act as a main HR Contact to provide effective guidance to field staff and managers regarding policies and procedures and answer employee questions in a timely manner.
  • Oversee the local recruitment activities and ensure compliance with local labor laws, company procedures and donor regulations.
  • Oversee onboarding of new hires, collection of required forms, coordination of orientations and follow up on mandatory trainings.
  • Support the management, coaching and development of national and international staff to build a cadre of skilled, committed and motivated staff.
  • Ensure national staff payroll information is collocated, reviewed and submitted to finance manager.
  • Create trackers and oversee tracking of recruitment updates, staffing lists, national contracts extensions/renewals/changes in status, and enrollment of employee benefits.
  • Maintain proper employee records and regularly audit for compliance.
  • Coordinate the separation process and ensure all required termination forms and procedures are received and followed for all country staff.
  • Ensure submission of applicable new hire, termination, change tracker to Project HOPE HQ HR and Global Health teams.
  • Provide training to HR national staff on human resource and recruitment processes and support national HR staff for Project HOPE’s Field Site Offices in country.
  • Lead the development of the local company handbook, orientation packages for incoming national staff in coordination with country management team and local employment legal counsel.
  • Ensure that policies, procedures and processes are up-to-date and compliant with Palestinian employment law on an ongoing basis and in coordination with legal and compliance teams.
  • Promote and comply with Project HOPE’s policies and procedures with respect to compliance, code of conduct, PSEA, safeguarding, safety and security.
  • Mediate conflicts and foster positive employee relations.
  • Conduct investigations into workplace issues such as harassment or misconduct and escalate to the HR Manager and/or Country Director of all serious matters related to employee relations.
  • Prepare HR reports and data analytics as needed.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in business administration, organizational management or related area.
  • Five years minimum of HR professional experience in a similar position; previous experience with NGOs, emergency humanitarian work is a plus.
  • Supervisory experience and strong capacity building ability.
  • Ability to exercise sound judgment and make decisions independently.
  • Creativity and the ability to work with limited resources.
  • Knowledge of local labor laws and practices.
  • Demonstrated experience in supporting implementation of HR policies, procedures and systems.
  • Strong organizational skills with a history of providing excellent staff support with a high level of attention to detail and sense of urgency.
  • Excellent understanding and experience of the recruitment lifecycle and coordination of onboarding process.
  • Strong interpersonal skills and commitment to humanitarian principles.
  • Understands the importance of confidentiality.
  • Flexibility and adaptability to challenges and changes in work environment.
  • Strong written and oral communication skills.
  • Teamwork and cooperation and can cope with stressful workload.
  • Fluent knowledge of English and of local language (Arabic).
  • Essential computer literacy (word, excel and internet).

  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
