1. Background:
Under the Global Partnership for Education (GPE) Education Sector Program Implementation Grant (ESPIG), UNESCO is implementing activities towards the attainment of the undermentioned three outcome areas.
• Outcome 1: Ensuring safe and equitable access to learning for children and youth in Myanmar;
• Outcome 2: Ensuring quality teaching and learning for children and youth in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation; and
• Outcome 3: Ensuring systems strengthening, management, coordination, and monitoring.
UNESCO, through the Education Sector Program Implementation Grant (ESPIG) project, continues this effort addressing the needs for both pre-and in-service teacher education under ESPIG Outcome Area 2: Ensuring quality teaching and learning for children and youths in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation. As an effort to deliver quality teacher education, UNESCO brings Myanmar Teacher Platform (MTP; www.mmteacherplatform.net) to offer continuous learning for educators, learners and other interested parties to access quality learning materials, videos and other resources in a safe and secure environment and provide online courses by themes.
UNESCO, through the Education Sector Program Implementation Grant (ESPIG) program, continues its extended support for wider stakeholders, including but not limited to the ethnic, community, and faith-based teachers and teacher trainers.
2. PURPOSE OF THE ASSIGNMENT
Under in-service teacher component, the Individual Specialist is sought to support the development and finalization of e-learning courses which consists of several components: coursebooks, video scripts, storyboards, and lecture videos in both English and Myanmar languages. In addition, the Individual Specialist is sought to support the development and finalization of short videos and infographics to promote the e-learning courses and Myanmar Teacher Platform, in collaboration with partners under ESPIG program.
3. DUTIES AND RESPONSIBILITIES
Supervisory arrangements:
Under the overall authority of the Regional Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok, the direct supervision of Head of UNESCO Yangon Antenna, in close collaboration with the Education Sector Program Implementation Grant (ESPIG) teams, the Individual Specialist is sought to support e-learning course development and finalization to assure the quality of online modules in both English and Myanmar languages, as well as to contribute to the development and dissemination of promotional videos and infographics through performing the following tasks.
Terms of Reference:
• Assist in the development and finalization of online course materials, including coursebooks, video scripts, lecture videos, and supplementary resources;
• Support the localization of e-learning resources by translating materials into Myanmar and enhancing the comprehension, cultural relevance, and contextual appropriateness of draft content;
• Review submitted materials including artworks (illustrations, infographics and photographs) and teaching and learning resources to ensure compliance with UNESCO style guides and requirements;
• Provide clear and detailed feedback to vendors (authors/script writers/video production companies) to ensure content accuracy, clarity, cultural relevance, and to optimize visual design for effective learning;
• Review draft video scripts for clarity, accuracy, logical flow, audience appropriateness, and alignment with intended learning outcomes;
• Review visual storybooks created by the video company to support coherent storytelling and instructional objectives, ensuring alignment with the approved video scripts;
• Review draft videos to ensure logical flow, pacing, content accuracy and technical quality;
• Communicate directly with vendors including authors and video developers, to ensure timely submission of high-quality deliverables;
• Upload finalized course materials and videos on MTP, and support the dissemination of online modules;
• Develop teasers and infographics to promote e-learning courses and MTP to reach a wider audience;
• Contribute to the functionality and continuous improvement of MTP by providing input and suggestions for system development, ensuring accessibility, user-friendliness and responsiveness to the needs of users; and
• Maintain daily records of activities and regularly report progress to UNESCO.
In line with UNESCO’s overall gender mainstreaming strategy, the individual specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.
Travel:
The Individual Specialist will be based in UNESCO Antenna Office in Yangon during the contract period. No travel outside Yangon is anticipated.
3. TIMETABLE AND DELIVERABLES
Deliverables
The individual specialist will submit the following deliverables within the designated timeline. All deliverables must be submitted with original, editable files, as well as high-resolution versions of final products (if applicable) to UNESCO. The assigned tasks must be submitted by the following deadlines.

REQUIRED QUALIFICATIONS
Education:
Advanced University degree (Master’s or equivalent) in Education, Linguistics, Social Science or related fields.
Work Experience:
Minimum 2 years of progressively responsible relevant professional experience in the field of education material development, particularly with a focus on quality assurance processes for online modules.
Skills/Competencies:
• Background in education in the context of international development.
• Proficiency in typing both English and Myanmar language on computers and effectively using Microsoft Office applications.
• Strong attention to detail with the ability to review and ensure accuracy, clarity, consistency, and cultural relevance of course materials.
• Strong organizational skills to deliver high-quality outputs on time, ensuring alignment with project objectives and deadlines.
• Skills in communicating effectively with diverse stakeholders including vendors, team members, partners and teachers to improve the quality and effectiveness of learning materials.
• Ability to work independently and collaboratively in a team.
Languages:
Excellent knowledge of spoken and written English and Myanmar.
DESIRABLE QUALIFICATIONS
Work Experience:
• Familiarity with learning management system such as Myanmar Teacher Platform (MTP) would be an advantage.
Skills/Competencies
• Good practical knowledge and skills in image editing and video editing would be an advantage.
• Experience working with the United Nations agencies or other international organizations in related education projects is highly valued.
