1. Objetivo
El Consejo Noruego para Refugiados busca para la oficina de Guatemala un Líder de equipo experimentado con experiencia la zona Chortí de Chiquimula, que asegurará la correcta asesoría, ejecución y apoyo a todos los programas en Chiquimula y otros sitios en Guatemala bajo la competencia de Medios de Vida y Seguridad Alimentaria (MVSA) al igual que actividades dentro de MVSA que implementan Programas de Transferencias Monterías (PTM) para la población internamente desplazada, en riesgo de desplazamiento, personas deportadas con necesidades de protección y personas con necesidades de protección internacional y población beneficiaria de asistencia alimentaria.
2. Principales Responsabilidades
- Asegurar que los proyectos sean dirigidos a la población meta definida en la estrategia de cada país y explorar y evaluar nuevas y mejores formas de ayuda.
- Contribuir a la determinación de todas las opciones posibles para la implementar programas sustentables con claras estrategias de salida.
- Contribuir a la realización de análisis relevantes a la competencia como análisis de mercado y empleo.
- Junto con el Área Manager Guatemala y Coordinación de la competencia, crear planes de trabajo para staff de MVSA.
- Asegurar que la información sobre reconciliación de entregas de cualquier insumo (en especie, PTM) transparente y se encuentra actualizada y completa de acuerdo con las directrices de NRC y los requerimientos de donantes.
- Actualizar/colaborar a construir, en conjunto con el equipo de Programas, los estándares operativos para MVSA.
- Ejecutar un plan de trabajo que contemple evaluación de necesidades, análisis de riesgos y vulnerabilidades, evaluación de empleo y mercado en las zonas de intervención con programas de MVSA.
- Crear entrenamientos para beneficiarios y staff en los estándares internacionales relacionados con MVSA como SPHERE, MERS, CHS, LEGS, ILO, economía biocircular, estándares de país y otros como sea necesario.
- En conjunto con responsables de presupuestos (Área Manager), hacer seguimiento a la implementación de los recursos destinados a programas de MVSA
- Apoyar la elaboración de propuestas e informes de los programas donde se hayan involucrado MVSA
- Informar de manera regular del avance de proyecto, dificultades, lecciones aprendidas al Area Manager de Guatemala
- Facilitar la coordinación de actividades de programas de MVSA con los equipos logísticos y financieros.
- Retroalimentar, evaluar, promover y documentar junto con M&E: mejoras técnicas, buenas prácticas, lecciones aprendidas y otras opciones para el desarrollo de programas de MVSA.
3. Competencias Profesionales:
- Formación Académica universitaria : agricultura, desarrollo, nutrición, sustentabilidad, microemprendimientos, empleabilidad, formación medio de vida).
- Mínimo tres (3) años de experiencia profesional relacionada con supervisión de Personal
- Experiencia de trabajo con organizaciones humanitarias, sector privado, donantes u organismos internacionales, experiencia en la zona Chortí de Chiquimula.
- Conocimientos y aptitudes demostradas en materia de análisis de MVSA, intervenciones basadas en programas de transferencias monetarias, cadenas de valor y programas basados en el sistema agropecuario.
- Conocimiento metodologías participativas y basadas en la comunidad para la ejecución de proyectos de medios de vida.
- Conocimiento sólido en ejecución, seguimiento y evaluación de proyectos (Gestión del Ciclo de Proyecto – PCM, Gestión Basada en Resultados – GBR).
- Conocimientos específicos en elaboración de análisis de necesidades
- Habilidades de liderazgo y generación de conocimiento.
- Excelente capacidad de comunicación oral y escrita.
- Conocimiento intermedio/avanzado de inglés e idiomas indígenas de Guatemala es deseado.
- Manejo de las herramientas de Office 365 (Word, Excel, Power Point) and plataformas colaborativas (SharePoint, Google drive, Zoom, Miro o similar).
