To oversee the implementation of projects, responsible for their reporting and the identification and drafting of new proposals in the sectors of Livelihood and Economic Inclusion; to empower the project teams and local partners, ensuring that activities are implemented according to the contractual agreements and the quality standards of Action Against Hunger, as well as to support analyzing the Livelihood and Economic Inclusion context and support Action Against Hunger response strategy in country through establishing connections with National and Local authorities and CSO’s in the country.

The Livelihoods and Economic Inclusion Manager ensures timely and quality implementation of projects and reporting, contributes to the livelihood and economic strategy at national level, and manages the team, building team members’ and partners’ capacity to strengthen livelihoods and economic inclusion technical knowledge. The Livelihoods and Economic Inclusion Manager is responsible for overseeing activities of Action Against Hunger and developing a sector strategy.

Key activities in your role will include

  • In coordination with the management, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, workplans and activity planning to ensure quality and timely implementation of the interventions.
  • To provide guidance to the project teams and partners in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan.
  • To prepare project materials alongside the teams, such as IEC, training modules, workshops, etc.
  • To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department.
  • Supervise the implementation of livelihoods projects by local partners and provide technical support.
  • To provide verbal and written reports to direct and functional managers on the agreed frequency.
  • Collect and evaluate information on livelihoods and the economic inclusion of the vulnerable population and identify their needs and proposing how to meet these needs.
  • Actively coordinate with other agencies and partners implementing livelihoods and economic inclusion projects.
  • Drafting of reports, concept notes and new proposals, coordinating the field staff inputs and ensuring that are meeting the quality required, in accordance with internal quality standards and donors’ guidelines.
  • Represent Action Against Hunger in national and local working group meetings in line with the national Strategy.
  • Mentor the Project team on PCM and sector interventions, assessing their capacity on a regular basis, suggesting and conducting trainings, and proposing new recruitments whenever required.
  • Supervise the project team, assign objectives and plans of action and control the quality of their work on a regular basis.
  • Ensure the HR procedures and documentation are implemented and followed (attendance, leave, appraisal, recruitment, disciplinary actions, …).
  • Ensure security regulations are known and respected.
  • Identify and secure partnerships to facilitate the economic inclusion of refugees and vulnerable groups in Moldova (line ministries, private sector and development actors).
  • Support the interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work.

Do you meet the profile required criteria?

  • University degree (minimum BA) in agriculture, economic science or development & humanitarian studies, political sciences, social sciences, environmental sciences, or equivalent.
  • Experience in supporting livelihoods and economic inclusion interventions.
  • Experience and knowledge in FSL integrated programming with other sectors’ interventions, in addition to linkages between emergency, recovery and development programmatic designs.
  • Demonstrated skills and knowledge in cash-based interventions.
  • Demonstrated skills and knowledge in proposal writing, donor rules and regulations, validation procedures & coordination of processes.
  • Minimum 3 years of experience in the FSL Sector and specific experience in economic inclusion within international humanitarian/development contexts, with a minimum of 2 years as program or project manager.
  • Ability to represent AAH effectively in external forums, as well as with national and local authorities.
  • Experience in negotiation with national, local authorities and CSO’s Experience and understanding of gender sensitive programing.
  • Good understanding of community engagement and social cohesion. Good understanding of humanitarian principles and do no harm.
  • Proven capacity to supervise, train and coach staff.
  • Ability to write clear and well-argued assessments, project´s reports and proposals.
  • Business fluency of English language. Knowledge of Romanian / Russian is an advantage.
  • MS Office very strong command. Advanced level of Excel and experience with accounting programs like Agresso or others.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: Long Term
  • Base: Chisinau (Moldova)
  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.

This packaged includes:

  • Non-accompanied position.
  • Expatriate insurance (health, live, repatriation, travel, etc.)
  • Break flights/trips to defined area: (break per diem: 215 EUR)
  • Yearly holiday return flight ticket
  • Accommodation (in shared guest house) / or fixed amount housing allowance
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
