MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:

  1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

OBJECTIVES OF THE POSITION

Under the responsibility of the Project Manager, the Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimised. He works closely with the programme’s technical team.

MAIN RESPONSABILITIES

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

  • Provides appropriate technical guidance and support to project managers and/or specialists
  • Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
  • Adapts project documentation as required in accordance with global technical norms and standards
  • Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
  • Propose Research & Studies Topics.
  • Supervise data collection for research activities.

Mission 2: Provides technical learning from projects

2.1 Provides the technical expertise for his/her project

  • Ensures that the activities implemented comply with international technical norms and standards
  • Adapts the project documentation to international technical norms and standards, when necessary
  • Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
  • Collects the elements necessary for capitalization or scientific documentation exercises
  • Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice
  • Responsible of technical learning from projects by drawing on lessons learned and good practices
  • Adjusts his/her activities to audit recommendations, if applicable
  • Is in charge of the technical quality and relevance of project activities implemented
  • Appropriates the norms and standards anticipates and prepares for nexus adjustments
  • Proposes research & Studies Topics
  • Supervise data collection for research activities
  • Contributes to the terms of reference for evaluations
  • Implements recommendations for improving the technical quality of projects
  • Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct self -evaluation of his her project and participates to evaluation cycles under the supervision of the PM

Mission 3: Contributes to the animation of its trade sector

  • Contributes to recruitment
  • Contributes to or leads the necessary technical training in his or her field
  • Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
  • Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
  • Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant
  • Contributes to design and collect operational data to ensure adequate follow up of the activities or adhoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise.
  • Ensure that data process is set and realised in compliance with the rules and principle set by the IM/MEAL and by technical guidance of the sector of his expertise

Mission 4: Contributes to ensuring HI’s technical influence within its perimeter

  • Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
  • Contributes to HI’s external influence by participating in relevant networks
  • Relays and contributes to advocacy messages under her/his scope
  • Drafts new project contents for the continuity or expansion of the project under his her technical scope
  • Contributes to the drafting of new proposals for new opportunities under his / her technical scope

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contributes to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response

REQUIREMENTS

Education and experience:

  • University degree in Psychology or in a relevant subject such
  • Preferred – Masters in Clinical Psychology
  • At least 3 years’ experience in working with NGOs and civil society in developing and emergency interventions
  • Must possess clinical experience in providing individual counselling and group psychosocial support
  • Experience of working on Mental Health and Psychosocial Support Community Based activities

JOB CONDITIONS

  • Remuneration: according to HI salary Scale
