National Consultant: Field Civil Engineer under ILO Employment Intensive Investment Program (EIIP) in Jordan

- INTRODUCTION
The BMZ (through KfW)-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then, the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large-scale employment following the principles of decent work.
Jordan, through its Compact presented at the February 2016 London Conference “Supporting Syria and the Region” has now pledged to deliver up to 200,000 working permits to Syrian refugees.
It is envisaged that investments and expanded trade in Jordan resulting from the London Conference will create jobs in the long term, and it is of crucial importance to allow for both Syrian refugees and vulnerable Jordanians to secure decent livelihoods in the meantime. To this end, the programme “Employment Intensive investment Programme in Jordan” was introduced through the funding by the Government of Germany through the German Development Bank, KfW. It aims to support the Government of Jordon in creating immediate jobs through the Employment Intensive Investment Programme (EIIP) approach for both Syrian women and men refugees and members of their host communities, through increased employment while also improving local infrastructures.
The programme in its sixth phase under Outcome 1 ‘Increased short-term income and improved living environment’ will generate short-term employment in two sectors (i) forestry and (ii) municipal infrastructure.
- OBJECTIVE OF THE ASSIGNMENT, TASKS AND DELIVERABLES
The main objective of the assignment is to oversee and monitor the projects’ implementation agreements in the central and northern governorates. This is to ensure that implementing partners are complying with the technical rules and regulations, agreement conditions, workplan, and providing documentation on time.
The Field Civil Engineer will be selected to help put into action the activities identified for each component. More generally, s/he will oversee, monitor, and supervise the employment intensive investment activities within the above – mentioned governorates.
In collaboration with local authorities, technical agencies, UN agencies and local communities, and under close supervision and guidance of the ILO Senior National Officer Infrastructure Engineer, the Field Civil Engineer will engage in a number of activities, including but not limited to:
Deliverables:
- Five visits/week to be conducted for the work locations in the selected governorates, days per week may vary depending on instructions of the ILO.
- Weekly reports to be submitted on a timely manner (each Thursday of the week). Including but not limited to overall work progress, weekly progress against the planned target, weekly workers attendance status, challenges, etc.
- Monthly reports to be submitted on a timely manner (in 2 days after each month ends) including but not limited to: overall work progress, monthly progress against the planned target, monthly workers attendance status, challenges, etc.
- Monthly workers’ registration sheets to be validated and processed.
- Monthly payroll sheets to be submitted at the end of each month, specifically on the beginning of the month.
- For Deliverable No. 1, Conduct visits to implementing partners in the governorates listed above, to check and note:
- Muster pay rolls are in order and being checked duly and verified with supporting documents.
- Site reports including daily, weekly, and monthly summaries prepared and checked duly.
- Ensure that all Work Permits are issued to all workers.
- Hand and safety tools are provided on all sites duly.
- Checking the quality of hand and safety tools, the quantities and conditions of them.
- Checking the quality of the works on site and that it is matching the design and specifications of the project.
- Fill a checklist and submit a brief weekly report regarding each partner, technical progress, and raise observations accordingly.
- Taking good quality pictures on site showing the: works, progress of work, and other activities on site or during trainings.
- Support the preparation procedures for the design and implementation of the projects under infrastructure component.
- Support the preparations of human stories and project stories of the project.
- Taking small videos, interviews and good quality photos of workers and work when ad where required.
- support the implementation and processing the final payments of the contractors and implementing partners.
- Any other duties upon request as per requirements of the project.
- REPORTING LINES
The Field Civil Engineer will take charge of their respective work activities under the overall guidance of the Chief Technical Advisor and in close supervision of the Senior National Officer Infrastructure Engineer.
- REQUIRED QUALIFICATIONS
- First level university degree in relevant engineering field (bachelor’s degree in civil engineering).
- At least 3 years of professional experience in the field of projects implementation with at least one year of proven experience in infrastructure projects implementation.
- Experience in employment intensive investment projects.
- Experience in labour – based and local recourse – based implementation is considered as an asset.
- Experience working in development projects including design and implementation of small local infrastructure and agriculture works desirable.
- Experience working with contractors, tendering, and liaising with local and national government bodies desirable.
- Work experience with governmental entities is considered as an asset.
- Practical experience on standard office software packages, e-mail and automated information management system requested by the work unit.
- Experience of working in the United Nations (UN) is desirable.
Languages
Native speaker of Arabic, reasonable proficiency in English.

- DURATION OF SERVICES
The duration of the consultancy will be 132 effective working days starting from 15 May to 30 Nov 2025.
