National Project Officer (Transition and Recovery)

Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato, direct technical supervision of the National Peace, Transition and Recovery Programme Coordinator and direct administrative supervision of Head of Satellite office in Marawi City, the incumbent will support the implementation of peace, transition and recovery programming in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), in accordance with IOM’s polices, standards, and commitments. The position will support collaboration with Local Government Units (LGUs) of Lanao del Sur and Marawi, Marawi Rehabilitation Program (MRP), Marawi City’s Project Management Office (PMO), and local office of National Housing Authority (NHA), and other relevant government and non-government entities, for the quality implementation of shelter and settlement and interventions focused on supporting the transition, recovery, and durable solutions for IDPs and affected populations.

Responsibilities

  • Provide support in planning, developing, and implementing transition, recovery, and durable solutions initiatives in alignment with IOM standards and relevant local, national, and global policies, under the guidance of the National Peace, Transition, and Recovery Programme Officer and in close coordination with the Head of Satellite Office.
  • Assist in coordination and liaison activities with Local Government Units (LGU) of Lanao del Sur and Marawi City, relevant government line agencies such as but not limited to Marawi City Project Management Office (PMO), Marawi Rehabilitation Program Office, local National Housing Authority (NHA), and other government and non-government stakeholders to support effective implementation, promote complementarity, and prevent duplication of the support.
  • Provide implementation support to project activities such as but not limited to social preparation, community consultations, shelter and settlement assistance, social infrastructure rehabilitation, legal support, livelihood assistance, and capacity development initiaitives.
  • Assist in the preparation of activity workplans, designs, and capacity-building tools for community-level and institutional interventions and support the project team in effective execution.
  • Provide administrative and coordination support to community and LGU-led processes and meetings, including technical working group (TWG) and other local coordination mechanisms to facilitate beneficiary identification, service harmonization and convergence, resolutions to operational challenges and issues, and activity planning.
  • Attend relevant coordination meetings upon the recommendation of Head of Sub-Office and support note-taking and information sharing.
  • Monitor, document, and contribute to reporting on project implementation, by collecting data, tracking progress against planned activities, and assisting in the preparation of routine updates, reports, and documentation on outputs, challenges, and implementation issues.
  • Support the National Peace, Transition, and Recovery Officer in monitoring compliance with project management plan and requirements by identifying implementation bottlenecks, flagging delays or operational risks, and supporting routine monitoring and reporting processes.
  • Ensure all phases of project cycle including services deliveries are compliant to IOM standards, Accountability to Affected Population (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Do-no-Harm, and Conflict sensitivity frameworks.
  • Support resource mobilization efforts of the Peace, Transition, and Recovey Unit by compiling information, drafting inputs, and organizing background materials for proposals and partner visits.
  • Undertake duty travels in support of the programme.
  • Perform other duties as may be assigned.

Qualifications

Education

  • Master´s degree in Social Work, Community Development, Peace and Development, Political Science and Conflict Studies, or any social sciences related studies from an accredited academic institution
  • Bachelor’s degree in above fields with two years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to durable solutions, shelter and settlement, peacebuilding, recovery and rehabilitation, and project management is a distinctive asset.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in project management, implementation, monitoring and evaluation, and coordination of transition and recovery related initiatives.
  • Experience in the durable solutions, recovery, and rehabilitation sectors; implementation of peacebuilding, shelter, and settlement projects.
  • Experience in liaising with government counterparts, including those in Local Government Units (LGUs), local and national government agencies, and/or BARMM Ministries.

Skills

  • Excellent analytical, communication, research, and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices.
  • Knowledge of project implementation, liaison and coordination with government and development partners.
  • Familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to displacements and durable solutions.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).

For this position, fluency in English and Filipino is required (oral and written).

Desirable, working knowledge of any BARMM language.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
