Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Officer (TRD), the Operations Coordinator (Transition and Recovery) will lead the operational coordination of the mission’s Transition and Recovery Unit (TRU). This position is focused on maintaining and building the capacity of the unit’s personnel, finances, logistics, procurement, movements, and overall project implementation ability. This role is the deputy lead of the TRU and spends significant time roving among office locations and providing surge support across the unit.

The TRU is comprised of three programmes: (a) Community Participation and Cohesion, (b) Peace, Security and Human Rights, and (c) Veterans’ Reintegration. The thematic areas of work encompass community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice.

Core Functions / Responsibilities:

  1. Oversee the accuracy and efficiency of operational management mechanisms, including means of coordinating projects, personnel, and stakeholders through dashboards and tracking systems.
  2. Provide operational support for transition and recovery projects, including on building the capacity of staff and partners, and at critical stages in a project cycle including start-up, ramp-up, monitoring, revision, and closure.
  3. Research, analyze and evaluate new value-added processes in relation to TRU’s operational strategies in the field and introduce new innovative approaches to increase effectiveness, efficiency, and quality of implementation.
  4. Reinforce and develop guidance, frameworks, and documentation of methodologies and operational standards for programming in the field, as well as ensuring the global policies and procedures are adhered to.
  5. Monitor TRU’s finances, procurements, human resource processes, and security at a high-level and support the programme leads, project staff, and the Senior Programme Coordinator to course-correct and improve.
  6. Coordinate and/or support the visits of donors, government officials, and other delegations.
  7. Ensure synergies with relevant colleagues, represent and liaise with relevant counterparts through operational or technical meetings, workshops, and working groups as necessary.
  8. Build and maintain strong coordination with other units, notably the units focused on procurement and supply chain, finance, human resources, and security, as well as the area coordination teams.
  9. Provide surge support for projects across the country, as well as coverage during R&R cycles for Programme Officers and the Senior Programme Coordinator for Transition and Recovery, as needed.
  10. Undertake frequent duty travel (“roving”) as required to meet with partners and/or donors; to monitor project progress; and/or to support staff working on relevant projects, across the country and up to 50% of the time.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Management, Political or Social Science, International Relations, Peace and Conflict Studies, Economics, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Required experience in programme operations coordination, including keen attention tofinancial, procurement, human resources, and security policies, procedures, rules, and regulations;
  • Experience in the development of transition and recovery strategic and operational planning,and liaising with a multitude of stakeholders, partners, donor agencies, and various internal IOM programme units;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
  • Experience in a crisis context and emergency operation is an advantage;
  • Knowledge and experience of community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice programming will be considered a strong asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Ukrainian and/or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
