Background
The SkillShift program is a five-year (2025-2030) program funded by Global Affairs Canada and jointly implemented by Colleges and Institutes Canada (CICan) and the Department of Technical Vocational Education and Training (TVET) in the Mongolian Ministry of Education (MOE).
SkillShift will:
- Support the MOE, the Mongolian National Council for Education Accreditation (MNCEA), and the Labour and Social Protection Institute of the Ministry of Labour and Social Protection to register, verify and implement National Vocational Qualifications (NVQs) within Mongolia’s newly drafted National Qualifications Framework (NQF).
- Support the MOE to develop and pilot Mongolia’s first national Technical Vocational Education and Training (TVET) leadership training program.
- Support the MOE to develop and pilot a new national TVET gender equality policy.
- Work with the MOE and the General Authority for Education to develop and deliver a standardized, national curriculum for pre-service and in-service TVET teacher training.
SkillShift proposes to pilot qualifications implementation and the development of teacher and leadership training in three polytechnics, gather lessons learned and then support the creation of national level policies and programs. The polytechnics are: Arkhangai Vocational Training and Production Centre, Bayanchandmani Soum Polytechnic College, and Khovd Polytechnic College.
Assignment Summary
General Expectations
The Program Consultant – Gender will be responsible for supporting SkillShift to enhance the integration of gender equality (GE) concepts and activities in program implementation.
Duties will include but not be limited to liaising with Canadian college partners and Mongolian stakeholders, synthesizing data related to GE in Mongolia, and supporting the preparation of reports and communications materials as needed.
The Program Consultant – Gender will work under the direction of the STA to support the needs of the SkillShift office. The Program Consultant – Gender is also expected to work closely with all members of the SkillShift team in Mongolia and Canada.
The position is expected to involve some travel within Mongolia.
Responsibilities
- Support SkillShift to enhance the integration of gender equality (GE) concepts and activities in program implementation.
- Support, liaise and collaborate with the Canadian college partners in the development and roll-out of a national TVET gender equality and inclusion policy in three pilot institutions.
- Liaise regularly with the Mongolian stakeholders including the MOE, National Committee on Gender Equality (NCGE), and Mongolian polytechnic staff on the development of the policy.
- Synthesize and analyze data into succinct summaries for including in presentations for project management and communications purposes.
- Support the preparation of mid-year reports, annual reports, and annual workplans for Global Affairs Canadaby reviewing partnership narrative reports and other sources to synthesize data.
- Contribute to the development of communications materials as needed.
- Work closely with SkillShift’s Program Consultant – MEL to ensure that monitoring and evaluation has an ongoing GE focus and that this is captured in reporting through the development and use of gender-sensitive monitoring and evaluation, results-based management, and outcome mapping tools.
- Support the SkillShift team and Canadian partners with translation duties as needed.
- Respond to requests from SkillShift staff in Ottawa.
- Represent SkillShift and facilitate discussions at meetings and workshops with partners and other stakeholders as required.
Reporting
The Program Consultant – Gender reports to the Mongolia-based Senior Technical Advisor/CICan Representative (STA), and works in close collaboration with the Manager, Programs and Partnerships and the Senior Program Officer, both based in Canada.
Qualifications and Competencies
- Full fluency in Mongolian and English.
- Mongolian citizen or legally permitted to work in Mongolia.
- Graduate from a post-secondary institution, in the field of international relations, gender studies, or any other social sciences or an equivalent combination of education and experience.
- A minimum of 5 years’ experience in the field of gender equality and inclusion with responsibility for design, planning, implementation, monitoring and evaluation of development projects
- Knowledge and understanding of gender and gender-based violence.
- Experience in the design, implementation and analysis of surveys, focus groups, interviews and desk reviews.
- Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles.
- Strong analytical skills.
- Capacity to synthesize, summarize and present program data in a clear and compelling way.
- Excellent organizational, communication, and interpersonal skills.
- Demonstrated ability to work collaboratively with a variety of stakeholders and at various levels of organizational hierarchy.
- Ability to work both independently and collaboratively in a team.
- Prior experience with and/or knowledge of the TVET sector in Mongolia considered an asset
- Demonstrated ability using Microsoft Office Suite (Word, Excel, PowerPoint, Teams) and experience with SharePoint desirable.
