Program Manager, Legislative Strengthening

Job Summary

The Program Manager, Legislative Strengthening (LS) supports the management of the Center for Global Impact’s LS team and portfolio. S/he develops program ideas and guides the drafting of proposals that support transparent, independent, and effective legislatures and open parliaments. S/he consults with regional program teams based in Washington D.C. and in field offices on ongoing programs and business development opportunities, providing cross-divisional technical advice and directly liaising with legislative institutions. S/he provides strategic direction on parliamentary support programs and works closely with the Senior Program Manager and Senior Advisor for Governance to play a key role in developing and furthering external partnerships as well as representing and increasing awareness of IRI on assigned topics within the government, think tank, non-profit, and private sector communities.

Position Requirements

  • Undergraduate degree in political science, international relations or related field; graduate degree preferred.
  • At least 5 years of professional experience in a legislative body, government or international development.
  • Demonstrated knowledge of parliamentary functions and operations.
  • Experience with program management, project implementation and budgetary oversight.
  • Experience working with U.S. Government funded projects and familiarity with USG regulations and processes.
  • Demonstrated ability to develop and execute program activities in ways that both achieve results and raise the initiative’s public profile.
  • Experience leading the entire business development capture life cycle, to include serving as lead technical writer on winning proposals.
  • Exceptional organizational and detail-oriented skills.
  • Exceptional ability to operate under strict deadlines and ability to easily shift priorities.
  • Strong interpersonal, research, and written/oral communications skills.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Experience living, working and/or traveling internationally.
  • Willingness and ability to travel to challenging environments, up to 30 percent of the time.

Primary Functions & Responsibilities

  • Supports the development of the strategy for the LS team and portfolio, in consultation with the Senior Program Manager and Senior Advisor.
  • Supports the implementation of specific programs and grant(s) relative to legislative strengthening, including the House Democracy Partnership (HDP) and the Institute for Representative Government (IRG).
    • Leads the drafting of high quality quarterly, semi-annual, final and other relevant reports for funders.
    • Monitors, analyzes, and reports on political and related developments in specific countries to provide regional and country analysis and information.
    • Identifies and coordinates delegations of foreign government and U.S. Government officials participating under the auspices of the grants.
    • Assists in arranging program logistics including, but not limited to, international and domestic flights, ground transportation, hotel accommodations, room rentals, and cultural events.
    • Oversees and participates in all monitoring and evaluation efforts for grants assigned.
    • Leads efforts to evaluate and uses information related to the approved grant work plan.
    • Understands assigned grant’s substantive, financial and compliance requirements.
    • Supports efforts to ensure that grants are in compliance with grant agreements and completed on time.
    • Maintains an understanding of funder and IRI policies and procedures related to grant compliance and oversight.
    • Implements programs under the grant(s) domestically and abroad.
  • Supports the development of knowledge products, thought leadership pieces, and written materials to advance the team as leaders in the parliamentary support field.
  • Communicates and collaborates routinely with internal and external stakeholders to develop and implement programs, promote the program and develop strategic long-term program plans.
  • Anticipates potential problems and trouble shoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions.
  • Actively supports IRI’s communication strategy including IRI’s branding and outreach plans, including drafts and updates to program summaries and other outreach materials, drafts web stories, tweets, and develops promotional material for external audiences.
  • Assists with assessing new funding opportunities and serves as proposal manager (as assigned) for new bid opportunities.
  • Supervises junior staff, participating in hiring processes, setting specific goals and providing ongoing performance feedback and professional development opportunities.
  • Travels as needed for program oversight and implementation.
  • Represents IRI at external events.
  • Participates in cross functional teams and initiatives.
  • Performs other duties as assigned.

Qualifications

Education

Required

Bachelors or better in Political Science or related field.

Preferred

Masters or better in Political Science or related field.

Experience

Required

5 years: At least 5 years of professional experience in a legislative body, government or international development. Demonstrated knowledge of parliamentary functions and operations. Experience with program management, project implementation and budgetary oversight. Experience working with U.S. Government funded projects and familiarity with USG regulations and processes.
