Program Specialist, Gender & GBV, LAC

POSITION SUMMARY:

HIAS seeks a Program Specialist, Gender & GBV, LAC to support technical strengthening and learning for its gender and GBV programming in Latin America and the Caribbean (LAC). The ever-growing complexity of the migratory context in LAC has amplified the challenges faced by displaced women, girls and LGBTQI+, as well as those in host communities, including the risk of gender-based violence. HIAS provides direct services to GBV survivors, and works to mitigate the risk of violence, while promoting gender equality and ensuring the rights of women and girls in all of their diversity are protected within our programs. HIAS works in more than 11 countries in LAC and is continuing to grow. The region is home to vibrant women’s movements and networks and long-standing efforts to end GBV; HIAS programming is meant to support rather than replace those efforts.

Under the overall supervision of the Senior Technical Advisor, Gender & GBV, LAC, the Program Specialist, Gender & GBV, LAC will work to strengthen HIAS’ technical programming in the region, with a focus on expanding HIAS’ technical resources and toolbox, ensuring teams are technically equipped to provide the highest standard of services, and that programs are informed by proper needs assessments, lessons learned, evidence-based practices, global technical consensus and trends. They will be responsible for collaboratively identifying the gender and GBV capacity strengthening needs of LAC country offices, establishing and maintaining capacity-building processes to meet these needs, developing and contributing to technical resources, supporting learning initiatives and developing learning products, and collaborating cross-sectorally to strengthen HIAS’ impact.

The successful candidate will work closely with the Technical Advisor and Technical Advisor, Gender & GBV, LAC and will coordinate with country office GBV coordinators/managers, focal points and program managers, the Strategy & Measurement (SAM) department and the rest of the Technical Team. They will support programs to meet ethical and global standards, evolve to meet changing needs and successfully implement HIAS’ Refugee Rights Framework.

Note, this position can be based in the LAC region, at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin). This position can be based in the LAC region in countries where HIAS has existing operations.

ESSENTIAL FUNCTIONS:

  • Develops and implements gender and GBV staff capacity building plans, processes and tools, working collaboratively with the Senior Technical Advisor, Gender & GBV, LAC, as well as country office and regional staff.
  • Develops, reviews and rolls out program-specific tools/resources/curricula.
  • Adapts global technical resources and materials to the LAC region and country-specific contexts, in conjunction with country programs, HQ, consultants or external stakeholders.
  • Supports country offices to apply and implement gender and GBV technical and programmatic resources, tools and guidelines, assessment findings, etc. tailored to the LAC contexts, including emergencies.
  • Provides technical input to program design, implementation and learning, in collaboration with other technical team members.
  • Helps to systematize learning from gender and GBV programs in the region and develop learning products, including promising practices, case studies, lessons learned and other publications; integrates learning into HIAS’ gender and GBV technical resources.
  • Supports the coordination of the regional Gender & GBV Community of Practice.
  • Shares cross-context learning with program staff across regions.
  • Contributes to development of global technical resources, global processes and learning products.
  • Actively contributes to the gender and GBV technical resource library and keeps LAC resources updated and organized.
  • Works with MEAL staff to strengthen learning from gender and GBV programs; supports research initiatives in LAC.
  • Supports gender and GBV capacity building for key partners and other stakeholders at the regional and national level.
  • Represents HIAS in external technical fora as needed and requested.
  • Supports the Senior Technical Advisor, Gender & GBV, LAC to build strong networks with external partners and contribute to positioning HIAS as a key actor and partner of choice on gender and GBV in LAC, through generation of evidence and development of learning and visibility materials.
  • Contributes to the development and implementation of GBV needs assessments across the region by providing (remote and/or onsite) technical support and guidance to field staff regarding methodology’s design, implementation process and analysis of results/reporting and dissemination.
  • Contributes to the review of technical quality of proposals and programmatic reports.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree preferred.
  • 3-5 years of experience implementing gender and GBV programming in humanitarian and/or development settings.
  • Strong commitment to upholding feminist values and to transforming the norms that perpetuate GBV.
  • In-depth understanding of and experience using international GBV guidelines, standards and resources, as well as promising practices.
  • Strong facilitation, training, communication and presentation skills.
  • Demonstrated skills in writing, synthesizing information and developing creative and effective technical resources.
  • Experience supporting multi-sectoral response to GBV.
  • Understanding of common risk mitigation strategies; familiarity with prevention approaches an asset.
  • Experience conducting in-country assessments and developing assessment tools, such as questionnaires and focus group discussions preferred.
  • Collaborative, flexible team player with the ability to think creatively, logically and critically about solutions to gaps in G&GBV programming.
  • Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support in-country staff, as well as effectively communicate key program achievements and operational challenges.
  • Excellent organizational and problem-solving skills required.
  • Up to 40% travel may be required.
  • Travel, to include travel to insecure operating environments, may be required.
