Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
1. ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Co-Managers, the Programme Coordinator will represent the RSO in its engagement with key stakeholders to influence the outcomes of relevant projects and contribute to the strategic direction of RSO policy and partnership activities.
Deliverables:
1. Lead the Policy and Partnerships team to develop RSO policy positions in response to the needs of Bali Process members on people smuggling, trafficking in persons and related transnational crime, prepare policy and research papers and briefings, manage RSO projects in partnership with implementation partners.
2. Establish and maintain effective professional relationships with implementation partners and provide strategic policy and project advice to Co-Managers relating to RSO policy and partnerships.
3. Lead, mentor, manage and develop a small multi-disciplinary and culturally diverse team of staff and seconded officials within the RSO including through identifying development opportunities and providing oversight and strategic direction to seconded officials working with the RSO.
4. Lead the development of the RSO Policy and Partnerships Framework.
5. Identify and develop new opportunities for Bali Process Member States to support policy dialogue, policy development including the identification of new partnership projects and activities.
6. Represent the RSO at bilateral, regional and intergovernmental meetings, including the preparation and delivery of discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.
7. Identify policy, legislative, regulatory needs of Bali Process Member States and conduct activities that support addressing identified needs.
8. Maintain contemporary knowledge on policy developments across key Bali Process Member States to ensure RSO activities are responding to identified needs and priorities.
9. Actively prepare and submit to the RSO Co-Managers, Concept Notes for new activities where it is identified the RSO could add value.
10. Work with Bali Process Members to contribute to, project manage and/or deliver activities and dialogue on behalf of the RSO.
11. Ensure the policy and partnerships components of the RSO Strategy and Workplan are delivered and keep the RSO Co-Managers updated on progress.
12. Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements. This will include performance of the Policy and Partnership team.
13. Provide input to RSO publications and reports, draft articles and news items for RSO publications and provide reports to Co-Managers as directed.
14. Design, convene and facilitate RSO engagements and events both in-person and virtually. Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.
15. Disseminate and promote RSO products and activities to key stakeholders through engagements and events via RSO social media channels.
16. Oversee the development and maintenance of a resource database and contribute to the maintenance of the RSO-alumni database.
17. Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
18. Collaborate, develop and maintain cooperative relationships with other teams in the RSO, Bali Process Member States and other key stakeholders.
19. Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
20. Perform other such duties as may be assigned.
3. REQUIRED QUALIFICATION AND EXPERIENCE
Education:
· A Bachelor’s degree or Masters (desirable) in a relevant field from an accredited academic institution with three years of relevant professional experience; or
· Eight years of relevant professional experience.
Experience:
· Experience working with or in Government or an International organization and/or with Bali Process Member States in the areas of people smuggling, trafficking in persons, transnational crime or a related field (desirable).
· Demonstrated policy analysis and development experience including the facilitation and translation of policy into action.
· Experience in project management and/or contract management including following necessary implementation rules and regulations.
· Demonstrated experience in achieving outcomes in a cross-cultural environment.
· Demonstrated experienced in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders.
· Demonstrated experience leading a team.
Skills:
