Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 1. ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Co-Managers, the Programme Manager will lead RSO engagement, communication and advocacy activities and drive RSO strategic communications through the development, refinement and implementation of the RSO Communications and Engagement Strategy and supporting plans and management of RSO internal and external communications.
Deliverables:
1. Lead the Communications and Engagement team to develop and implement the RSO’s Communications and Engagement Strategy and supporting plans by working in conjunction with RSO staff and Bali Process Member States to maintain a contemporary and fit-for-purpose Strategy.
2. Liaise with key stakeholders to inform, update and monitor the implementation of the Communications and Engagement Strategy.
3. Develop content and manage all RSO digital engagement platforms, including the RSO website, social media and other identified communications channels. Provide editorial oversight of any content posted or published on RSO digital engagement platforms.
4. Manage the RSO website refresh project including the re-drafting of content, user acceptance testing, project evaluation activities and archiving of data as necessary.
5. Identify and conduct proactive communications and engagement activities with Bali Process Member States and RSO stakeholders.
6. Manage and deliver all RSO communication activities, events and informal Bali Process member gatherings including the upcoming RSO 10th anniversary and Bali Process 20th anniversary activities.
7. Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.
8. Undertake research and liaison with RSO stakeholders to build RSO brand recognition and increase RSO social media followers through communications and engagement campaigns.
9. Provide input to RSO publications and reports, draft articles and news items for RSO publications and provide reports to Co-Managers as directed.
10. Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements. This will include performance of the Communications and Engagement team.
11. Manage and coordinate the RSO Monthly Report, RSO Quarterly Highlights update, social media and website traffic reports and other products as directed by the Co-Managers.
12. Develop and maintain the RSO-alumni network in conjunction with other teams in the RSO.
13. Establish and maintain an RSO media monitoring services.
14. Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
15. Collaborate, develop and maintain cooperative relationships with other teams in the RSO, Bali Process Member States and other key stakeholders.
16. Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
17. Perform other such duties as may be assigned.
3. REQUIRED QUALIFICATION AND EXPERIENCE
Education:
- A Bachelor’s degree or Masters (desirable) in a relevant field from an accredited academic institution with three years of relevant professional experience; or
- Eight years of relevant professional experience.
Experience:
· Demonstrated communications and engagement experience including knowledge of digital product development, strategy and management.
· Experience in project management and/or contract management including following necessary implementation rules and regulations.
· Demonstrated experience in achieving outcomes in a cross-cultural environment.
· Demonstrated experienced in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders.
Skills:
- Motivated by the opportunity to contribute to the work of the RSO.
- Ability to work collaboratively and build partnerships and networks.
- Ability to engage with, listen to and mobilize teams to successfully accommodate challenges and achieve beneficial outcomes.
