Context:

On March 1, Iraqi Council of Representatives adopted the Law on Support to Yazidi Women Survivors (Survivors Law). This law represents a watershed moment in Iraqi efforts to address the legacy of ISIL crimes against Yazidis and victims from other minorities, as it officially recognizes acts of genocide against Yazidi and other communities. It stipulates wide range of reparations to women and girls survivors of conflict related sexual violence (CRSV), as well as children abducted by ISIS, including monthly pension, rehabilitation and health care.

Implementation of the reparation program will have two main phases, both facilitated by the Directorate. First phase is the application process through which individual survivors will apply to the Directorate for verification of their claims, in order to become beneficiaries of the benefits. During the second phase, the Directorate will facilitate access of eligible survivors to rights and benefits stipulated by the Survivors Law, including monthly salary and MHPSS measures.

The Directorate for Survivors Affairs (Directorate), the main implementing body for this legislation is established under the federal Ministry of Labor and Social Affairs (MOLSA). IOM Iraq is the main technical partner of the Directorate in the process of implementation of the Survivors Law and in this capacity, it provides technical and expert assistance to the Directorate.

The Survivors’ Law also calls for the prosecution of perpetrators of genocide and crimes against humanity and tasks Iraqi institutions to engage in ensuring the accountability for these crimes through cooperation with other countries and employing domestic resources. It emphasizes the need for enhanced institutional engagement to ensure criminal accountability for perpetrators of genocide and crimes against humanity, as well as determining the whereabouts of missing persons.

Effective and survivor centered implementation of the Survivors Law – both reparation program and accountability measures- requires multiprong technical assistance and capacity building for all actors included in this process: the Directorate and other relevant institutions, civil society and survivors’ networks and wider community. For these reasons, IOM as lead technical agency for supporting Survivors Law implementation in Iraq, has developed and implemented a robust transitional justice program aimed at supporting all stakeholders in this process. This program builds upon IOM’s continued engagement with the institutions, civil society and survivors’ community in developing and implementing Survivors Law framework.

Under the overall supervision of the Head, Peacebuilding and Stabilization Division, and the direct supervision of the Reparation Officer, the Programme Officer will be responsible for the planning, implementation, and monitoring of IOM’s reparations programming in Iraq. More specifically, they will have following tasks and responsibilities.

Core Functions / Responsibilities:

  1. Provide technical inputs to support the Reparations Officer in the development of the strategic orientation to IOM’s work on transitional justice in Iraq and facilitate IOM’s responsive engagement to new developments.
  2. Coordinate IOM activities aimed at strengthening the capacity of the government and civil society organizations (CSOs) to provide gender and culturally sensitive services to beneficiaries of the Survivors Law and increased awareness of the Survivors Law implementation among affected communities.
  3. Contribute to the development and delivery of capacity building interventions towards civil society and survivors associations aimed at strengthening their role in awareness raising, and advocacy for implementation of the Survivors Law.
  4. Draft templates for and as appropriate, conduct consultations with survivors, civil society, and other stakeholders, on matters pertinent for advancing transitional justice processes.
  5. Regularly liaise with relevant civil society and other actors about their activities, as well as challenges and opportunities in the domain of transitional justice processes.
  6. Facilitate the coordination of IOM activities with the related IOM programs and external stakeholders.
  7. Contribute to the development and management of internal tools for program planning, and monitoring and evaluation.
  8. Generate financial analysis and narrative reports on the activities in compliance with donor and IOM guidelines.
  9. Contribute to the development of tools and approaches to facilitate capacity building,information-sharing and knowledge management of the IOM transitional justice team.
  10. Participate in field monitoring visits in response to programmatic needs, including the facilitation of donor field visits as requested.
  11. Undertake other related duties as assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Rights, International Law, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in peacebuilding and stabilization programs within UN agencies and/or international organizations;
  • Experience in managing and/or implementing programs aimed at advancing transitional justice in post-conflict societies, which include advocacy engagement with civil society, government, and survivors;
  • Relevant experience in providing capacity building training to CSOs and survivors in relation to their engagement in transitional justice process;
  • Relevant experience in working with survivors of CRSV and or forced recruitment; and,
  • Previous working experience in Iraq or the Middle East and Northern Africa region is advantageous.

Skills

Demonstrated knowledge and experience in programme support functions (project development, reporting and M&E).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and/or Kurdish is an advantage.
