Context:

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. With the crisis in Syria in its tenth year, fighting between the government and opposition forces continues to maintain a large regional internal and external displacement crisis. Currently, more than 4.7 million foreign nationals reside in Türkiye, including 3.6 million Syrian refugees under Temporary Protection. Türkiye is now host to the largest migrant/refugee population in the world, including nationals from Iraq, Afghanistan, Somalia, Iran, and Pakistan, among others. The Government of Türkiye has set a precedent for refugee response by pursuing a predominantly non-camp approach, with more than 95% of refugees and migrants living within the host community.

In line with the Regional Refugee and Resilience Plan (3RP), IOM has been providing multiservice assistance to Syrians under temporary protection including transportation, cash vouchers, shelter repairs, livelihood support, and protection, including support to migrant and community centres, reaching approximately 2 million individuals to date, including vulnerable members of the host community). IOM Recovery and Stabilization Unit (RSU) interventions in Türkiye are planned to be expanded to include the complete spectrum of assistance to cover beneficiaries’ basic needs i.e., shelter, Non-Food Items (NFI), and community stabilization projects.

Under the overall supervision of the Senior Programme Coordinator (Refugee Response) and the direct supervision by the Recovery and Stabilization Officer, the Project Officer (Recovery and Stabilization) will be responsible for support monitoring, evaluation, and reporting requirements of the various projects related to IOM’s Recovery and Stabilization programming in Türkiye.

Core Functions / Responsibilities:

  1. Support the day-to-day implementation of assigned IOM Türkiye projects in a timely manner, in particular, monitoring the operational, administrative, and budgetary aspects and burn rates of the project(s) in line with IOM policies and practices, as well as other donor requirements.
  2. Participate in maintaining updated records on all relevant project information and results data such as project locations, beneficiary data (disaggregated by age and gender), project partners, and other stakeholders.
  3. Maintain an internal RSU database of all relevant project documents and agreements as reference materials.
  4. Draft and analyze project progress, implementation reports, and overall performance of project activities, and identify and document significant project events, decisions, problems, or deviations for the Programme Officer and other members of the IOM Türkiye senior management team as appropriate.
  5. Contribute to the development of new project activities by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting segments of project proposals.
  6. In close coordination with Mission Support Units, supervise the Recovery and Stabilizationunit’s operation team to identify solutions for goods and service delivery, provide and consolidate input to project procurement plans, and facilitate the timely implementation of approved procurement activities.
  7. Prepare preliminary analyses of quantitative data and findings of collected data, and prepare infographics, graphs, maps, and tables to be included in supplementary reports and updates.
  8. Assist in drafting visually attractive impact materials and presentations for the RefugeeResponse Department by linking the information management database to reporting,
  9. Collect, compile, and provide the necessary information and inputs to be used for the preparation of timely and accurate donor reports on ongoing and completed projects.
  10. Based on instructions from the Public Information Unit and Geographic Information System(GIS) staff, where applicable, assist in preparing accurate and effective data presentations, graphics, and maps.
  11. Contribute to the development of strong Monitoring and Evaluation (M&E) and knowledge management systems that promote effective reporting, organizational learning, financial accountability and safeguards, and innovation.
  12. Participate in relevant coordination forums at the country level, Technical Working Group meetings, workshops, etc.
  13. Research information, data, and various needs assessments and reports prepared by humanitarian partners and other actors to understand and participate in the analysis of developments as they relate to the program.
  14. Participate in field visits to International Organization for Migration (IOM) project sites as may be required for the conduct of the above-mentioned tasks.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Business Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Excellent communication, writing, and organizational skills; ability to prepare clear and concise reports;
  • Very good experience in data analysis and statistics, familiar with using data analysis tools such as Stata and R script;
  • Experience with similar initiatives such as displacement tracking and needs assessment programmes;
  • Experience in using reporting tools in building reports and dashboards (Tableau preferred);
  • Experience in numerical and other analysis and interpretative techniques;
  • Data management and quality assurance working experience in a similar role, at a similar

level;

  • Proven experience in the region.

Skills

  • Demonstrated proficiency with Office applications, including Excel, PowerPoint, Word as well as good knowledge of working with databases and online applications;
  • Good knowledge and experience in the culture and tradition of Türkiye;
  • Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities;
  • Knowledge of UN/IOM regulations, policies, and procedures;
  • Knowledge of project budgeting and financial management.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Turkish or Arabic is an advantage.

The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
