SOLIDARITES INTERNATIONAL (SI) est une association d’aide humanitaire internationale qui, depuis plus de 40 ans, porte secours aux populations victimes de conflits armés et de catastrophes naturelles en répondant aux besoins vitaux, boire, manger, s’abriter. Particulièrement engagée dans le combat contre les maladies liées à l’eau insalubre, première cause de mortalité au monde, SI met en œuvre par ses interventions une expertise dans le domaine de l’accès à l’eau potable, l’assainissement et la promotion de l’hygiène mais également dans celui, essentiel, de la sécurité alimentaire et moyen d’existence. Présentes dans plus de 20 pays, les équipes de SI, 2500 personnes au total, composées d’expatriés, de staffs nationaux, de permanents au siège, de quelques bénévoles…- interviennent avec professionnalisme et engagement dans le respect des cultures.
La mission
Les équipes de SOLIDARITÉS INTERNATIONAL en RCA réhabilitent des infrastructures d’eau et d’assainissement, tout en formant des comités de gestion de l’eau pour garantir leur durabilité. Des campagnes de sensibilisation à l’hygiène et à l’utilisation des points d’eau aident à faire face à la forte pression exercée par l’afflux massif de populations. SOLIDARITÉS INTERNATIONAL approvisionne en eau potable les familles, mais aussi les agriculteurs, en réparant certains forages défectueux et en assurant le transport et le stockage de cette eau jusqu’à leurs terres, contribuant à améliorer la sécurité alimentaire.
Des travaux d’intérêt communautaire permettent de faciliter les activités agricoles, pastorales et commerciales et donc d’augmenter la disponibilité en nourriture et de relancer le marché. Nos équipes fournissent des kits d’outils et des semences aux agriculteurs et aux éleveurs, et dispensent des formations.
Grâce à un mécanisme de réponse d’urgence rapide et à la constitution d’un stock d’urgence, SOLIDARITÉS INTERNATIONAL se tient prêt à intervenir dès les premières heures d’une catastrophe d’origine humaine ou naturelle afin d’assurer un accès à l’eau potable et à un environnement sain pour les populations vulnérabilisées par un choc, une catastrophe naturelle ou une épidémie.
Le budget prévisionnel de la mission SI RCA est d’environ 9 millions d’euros en 2023. Plusieurs financements couvrent l’année 2023 mais la visibilité financière pour 2023 doit se confirmer à travers plusieurs propositions de projet en cours. L’objectif est à la stabilisation de la mission autour d’un volume d’activité et de financement équivalent ou légèrement supérieur à 2022.
Descriptif du poste
Objectif général :
Sous la supervision et par délégation du Directeur Pays, le/la Coordinateur.trice Accès Humanitaire et Sécurité pilote la gestion de l’accès humanitaire. Il le fait notamment en appuyant l’équipe pays et les équipes bases sur toute les thématiques relatives à la gestion de l’accès et la sécurité. Il/elle assure que le système de gestion de la sécurité soit en place, à jour et suivi sur chaque zone d’activités, en conformité avec le cadre institutionnel de l’organisation.
Principaux Challenges :
Une meilleure analyse contextuelle et cartographie des acteurs,
Des procédures de gestion de la sécurité adaptées aux risques et qui permettent aux équipes de rester opérationnelles et réactives
Une meilleure gestion des incidents de sécurité n’affectant pas durablement la présence ou capacité opérationnelle de SI sur une zone.
La réalisation de mission d’évaluation et développement d’accès
La formation ou recyclage du personnel SI en RCA
Priorités des 2/3 premiers mois :
Assurer le suivi de la sécurité des déplacements réalisés lors des activités via son équipe.
Se déplacer pour rencontrer les acteurs de la sécurité dans les zones d’intervention de SI et rencontrer les équipes et les CT de chaque base pour définir avec eux les premiers points d’attention/amélioration pour la sécurité en fonction de chaque zone.
Mettre à jour l’analyse du contexte sécuritaire pour élaborer une stratégie d’accès en phase avec les évolutions récentes des terrains d’intervention de SI, en respect du mandat et des normes humanitaires prônés par SI.
Etablir un plan d’accompagnement des ressources humaines nationales dédiées à la sécurité chez SI (suivi des activités, renforcement des capacités).
Votre profil
Formation :
Diplôme universitaire de niveau minimum BAC + 4 dans le secteur de l’humanitaire en lien avec la gestion de la sécurité
Expérience d’au moins 4 ans dans le secteur humanitaire : en gestion de la sécurité dans des contextes difficiles et dans la négociation d’accès humanitaire
Expériences et compétences techniques :
Maitrise des concepts d’acceptation, d’accès humanitaire, et de “ne pas nuire”
Connaissance des principes humanitaires et du Droit International Humanitaire
Goût pour le travail en équipe
Compétences en matière d’organisation, en priorisation, en communication et représentation externe
Grosse capacité de travail et résistance au stress
Disponibilité, flexibilité, autonomie
Fortes capacités d’adaptation
Connaissance du contexte centrafricain un plus
Langues :
Français/Anglais
Maîtrise du Sango ou d’une langue locale très apprécié
SI vous offrira les conditions suivantes
Un poste salarié : Selon l’expérience, à partir de EUR 2640 bruts par mois (2400 salaire de base + 10% d’indemnité de congé annuel versée mensuellement) et un Per Diem mensuel de 480 000 CFA.
SI couvre également les frais de logement et les frais de déplacement entre le pays d’origine de l’expatrié et le lieu d’affectation.
Breaks : Pendant la mission, un système d’alternance entre travail et congés est mis en place à raison de 7 jours ouvrables tous les trois mois (avec USD 850 alloués par Solidarités International). A ces périodes de pause, s’ajoute un jour de repos supplémentaire par mois travaillé.
Couverture sociale et médicale : Les expatriés bénéficient d’une assurance qui rembourse tous les frais de santé (y compris les frais médicaux et chirurgicaux, les soins dentaires et ophtalmologiques, le rapatriement) et d’un système de prévoyance incluant les risques de guerre. Les frais de vaccination et de traitement antipaludéen indispensables sont remboursés.
CONDITIONS DE VIE :
Bangui est une ville de taille moyenne, très verte, et d’assez faible densité. La ville est bordée au sud par la rivière Oubangui, sur les berges de laquelle on trouve bars, terrasses et équipements sportifs : piscine, terrains de tennis et de squash, une salle de musculation… En règle générale, c’est une ville assez calme, même s’il faut garder à l’esprit la fragilité générale du contexte politique centrafricain et l’éventualité d’une dégradation de la situation sécuritaire même à Bangui. Il n’est pas rare que les mesures de sécurité doivent être adaptées en fonction du contexte local et les opérations de contrôle y sont fréquentes de la part des forces de sécurité intérieure.
