Background

The EpiC Thailand Project, led by FHI 360 and funded by USAID, supports the Global Health Security Agenda by strengthening early detection and response to public health threats. In FY25, the project will focus on Tak Province, a high-risk area along the Thai Myanmar border where outbreaks of malaria, pertussis, cholera, and mpox Clade I(b) continue to aƯect vulnerable populations.

Tak Province is home to over 30,000 students across 68 border schools. These children, many from migrant or displaced communities, face increased health risks due to limited access to healthcare, frequent cross-border movement, and unstable living conditions. These factors hinder timely disease detection and response, increasing the risk of widespread transmission.

To address these challenges, EpiC Thailand will support the development and pilot of a Digital Health Information System tailored for use in these schools. The system will enable teachers and frontline staƯ to record daily student health data, track symptoms and absenteeism, and monitor vaccination status. This initiative aims to provide early warnings of potential outbreaks, and support faster, coordinated responses ultimately saving lives and building resilience in one of Thailand’s most vulnerable regions.

Purpose

This RFP invites proposals from qualified companies or consultants to design, develop, and implement a digital health information system for around 68 border schools in Tak Province. The system will serve as a frontline tool for schoolteachers and public health oƯicers to report and manage real-time health data for approximately 30,000 students, many of whom are from high-risk populations.

Key features must include:

  • Daily entry of symptoms (e.g., fever, cough, rash, gastrointestinal issues)
  • Absentee tracking with illness-related categorization
  • Immunization record management aligned with Thailand’s national schedule
  • Automated alerts for missed or upcoming vaccinations
  • Real-time dashboards for trend analysis
  • Secure data storage and privacy protections
  • Data export for reporting at school, district, and provincial levels
  • Compatibility with national health information systems

The selected vendor will conduct a needs assessment, develop a web-based and/or mobile-compatible system, train school and health staff, pilot the system in selected schools, and refine it based on feedback. A sustainability and scale-up roadmap, including data security and long-term maintenance, is also required. This work directly supports EpiC Thailand’s FY25 goal of enhancing early detection and coordinated response to infectious disease threats in border communities.

Objectives

The primary objectives of this initiative are to:

  • Develop and deploy a digital health information system across 68 border schools along the Thai Myanmar border in Tak Province, supporting early detection and response to communicable diseases among approximately 30,000 students.
  • Create a simple, intuitive platform for non-technical users mainly schoolteachers to record daily health data, monitor symptoms, and track absenteeism.
  • Manage individual immunization records in line with Thailand’s national vaccination schedule, with automated alerts for upcoming or missed doses.
  • Enable real-time data visualization and trigger alerts when health thresholds are exceeded to support timely outbreak response.
  • Build capacity through training for school staƯ and local health oƯicers to ensure consistent and accurate system use.
  • Develop a sustainability and scale-up plan, including integration with national health systems, data security measures, and long-term maintenance.

Key Activities

1. Needs Assessment – Engage local education and health stakeholders to define data flows, user requirements, and outbreak response protocols.

2. System Development – Build core features including student health profiles, real-time alerts, daily monitoring tools, and dashboards.

3. Training & Capacity Building – Deliver training for schoolteachers and public health officers to ensure effective system use.

4. Pilot Testing – Implement the system in selected schools, gather feedback, and refine functionality.

5. Full Deployment – Roll out the final system to all 68 schools and provide user guides and training materials.

Expected Outcomes

  • A fully operational digital platform for school-based disease surveillance and immunization tracking.
  • Enhanced capacity for early detection and faster response to health threats in schools.
  • Stronger collaboration between health and education sectors at local and provincial levels.

Timeline

The consultancy will run from 1 July to 30 September 2025, with activities in both Bangkok and Tak Province, in coordination with EpiC Thailand, education authorities, and local health officials.

  • Early July: Stakeholder consultations and technical needs assessment (Bangkok and virtual coordination with Tak).
  • Mid-July: System design and development (frontend, backend, dashboards).
  • Late July: Pilot testing in selected schools; collect feedback on usability and data accuracy.
  • August: In-person training for schoolteachers and health officers; finalize system based on pilot results.
  • By 30 September: Full deployment across all 68 schools; submit final report with lessons learned and scale-up recommendations.

Vendor Requirements Applicants must:

1. Be a legally registered entity in Thailand.

2. Have proven experience in digital health or public sector data systems.

3. Demonstrate capacity to work with school-based or rural stakeholders.

4. Show expertise in user-centered design, data privacy, and health information systems.
