Background on ACTED
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. ACTED interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff are committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
ACTED has been operational in Somaliland since 2009, actively delivering life-saving assistance coupled with resilience and recovery programming to communities. Programmatic interventions to date have been implemented in several sectors, including food security and livelihoods, WASH, shelter and non-food items, and camp coordination and camp management (CCCM). ACTED is further one of the major cash actors operating in Somaliland, actively providing critical relief for vulnerable households by the provision of cash transfers, both as a response to food insecurities and multi-sectoral needs.
ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the SENIOR ASSESSMENT OFFICER (SAO) position based in Hargeisa on a fixed contract**.** The position is expected to report in April 2022.
Position profile
Under the supervision of the Research Manager, the Senior Assessment Officer (SAO) will be responsible for the coordination of multi-sectoral needs assessments, intended to inform humanitarian planning and operations by providing information on needs, displacement dynamics, and access to services, in particular in hard-to-reach settlements, where physical access and movement of humanitarian actors are restricted or impossible due to insecurity.
Duties and Responsibilities
- COORDINATION
Under the supervision of the Research Manager, the SAO will be responsible for coordinating with all relevant stakeholders, including the IM and Assessment Working Group, the humanitarian coordination structure, and relevant Cluster partners throughout all stages of the Research Cycle. In addition, the SAO will be responsible for coordinating with other departments from ACTED (finance, logistics, etc.) to ensure a smooth implementation of assessments.
RESEARCH DESIGN
Under the supervision of the Research Manager, and in collaboration with all relevant stakeholders, the SAO will be responsible for designing assessments by preparing terms of references, data analysis plans and sampling strategies and ensuring that the Research Design for the project is comprehensive, and follows the ACTED research best practices/quality standards.
IMPLEMENTATION
Under the supervision of the Research Manager, and in collaboration with all relevant stakeholders, the SAO will be responsible for supporting the implementation of all operational stages of the relevant data collection exercise(s), both qualitative and quantitative, including tool and methodology design, coordination of data collection, data cleaning, and data analysis. The SAO will work closely with GIS and data colleagues within the research department (REACH) and will be expected to coordinate closely by having constant, timely and effective communication with the different teams in order to ensure all relevant team members are aware of their roles across the research cycle and the assessment is conducted in a timely and accurate manner.
OUTPUT PRODUCTION
Under the supervision of the Research Manager, and in collaboration with all relevant stakeholders, the SAO will be responsible for producing and/or overseeing the production of all relevant outputs related to the aforementioned data collection exercise. These outputs may include cleaned datasets, factsheets, situation overviews, maps, reports, and online dashboards. The SAO is required support in the development of work plans and to ensure that all team members follow the designated timelines in delivering the results of all the stages of the assessment. The SAO will ensure the writing and review of lessons learnt and monitoring and evaluation matrices for the assessments.
