  1. Background

Global Affairs Canada (GAC) is launching a new initiative to support the Technical and Vocational Education and Training (TVET) sector in Lebanon. The project aims to improve youth employability and advance inclusive economic growth by strengthening access to quality, relevant, and inclusive skills development.

This initiative aligns with Lebanon’s broader efforts to reform and modernize its TVET system, as outlined in the National Strategic Framework for TVET (2025–2029), which was developed with the support of national and international partners. The framework promotes work-based learning, stronger public-private partnerships, and the integration of gender-responsive and entrepreneurship-oriented approaches.

To guide its renewed engagement in the sector, GAC is hiring a TVET specialist to provide strategic and technical advice, identify opportunities for impactful programming, and ensure coherence with Canada’s development priorities, including gender equality and inclusive economic growth

2. Objectives of the Consultancy

The objective of this consultancy is to provide technical support and strategic advice to the Canadian International Assistance team on Technical and Vocational Education and Training (TVET) and skills development in Lebanon. The consultant will support analysis, coordination, and quality assurance across relevant policies, strategies, and initiatives, identifying gaps, promoting alignment with national policies, and enhancing synergies among ongoing and planned interventions.

3. SCOPE OF SERVICES AND DELIVERABLES

3.1.DESCRIPTION OF TASKS

The consultant will be responsible for the following tasks:

  • Review and analyze Lebanon’s National TVET Strategy, expected to be published soon.
  • Identify gaps and areas for improvement related to the TVET Strategy.

    Note: The Strategy will be a ‘living’ document and is expected to be updated throughout the years.

  • Attend donor coordination and technical meetings related to youth skills development and TVET in Lebanon and provide reports and feedback.
  • Review and provide comments and feedback on labour market and needs assessment.
  • Examine, analyze and provide feedback on existing and future projects implementation plans.
  • Identify synergies and complementarities between projects, with a focus on the enabling environment for employability and entrepreneurship.

3.2.Deliverables

Under this ToR, the Consultant will be expected to deliver the following:

  • Analytical brief on the National TVET Strategy, including gaps analysis
  • Summary notes from meetings and coordination group participation
  • Technical feedback notes on labour market and needs assessments
  • Review notes on project implementation plans
  • Briefing paper highlighting synergies, risks, and opportunities across programs

4.CONSULTANT PROFILE

4.1.Education

A master’s degree from a recognized institution in education, international development, economics, public policy, or a related field. A specialization or formal training in Technical and Vocational Education and Training (TVET), workforce development, or education systems reform is a strong asset.

4.2.Experience and skills

  • Minimum 8–10 years of experience working in TVET, youth skills development, or labour market programming in Lebanon or the MENA region
  • Proven knowledge of national education and employment systems, youth engagement, and skills-based economic development
  • Strong understanding of gender-responsive and inclusive programming
  • Excellent analytical, communication, and reporting skills

4.3.Language

  • Fluency in Arabic and English (Spoken and Written).

5.Reporting and Coordination

The Consultant will liaise and work closely with the relevant Project Team Lead at HQ and the Embassy of Canada to Lebanon.

6.ADMINISTRATIVE ARRANGEMENTS

  • The Consultant will be contracted under the ‘Middle East Field Support Services Project’ (ME-FSSP), being implemented by Cowater International, for Global Affairs Canada. The contract will be administered through ME-FSSP.
  • The Consultant will be responsible and accountable for the deliverables under this contract to the relevant team of Canada’s Lebanon Development Program, at the Embassy of Canada in Beirut and HQ.
  • The Consultant is expected to use their own workspace, equipment and materials (office space is not provided).
  • The Consultant will be paid according to the agreed-upon daily rate based on the level of effort reflected in the monthly financial timesheet and reports. Activities and services rendered should be in line with what has been approved by the relevant team of Canada’s Lebanon Development Program, at the Embassy of Canada in Beirut and HQ.
  • The Consultant is preferably located in Lebanon; however, candidates with relevant experience from other countries are encouraged to apply.
  • The Consultant must be ready to travel to different locations in Lebanon to support GAC’s development and, to a lesser extent, humanitarian assistance programs’ planning and monitoring activities and to meet with partners.
