ABOUT LA CHAÎNE DE L’ESPOIR

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Strengthening the medical and surgical workforce thanks to our international network of experts.
  • Construction and equipment of hospital structures adapted to local needs.

CONTEXT

Following the Russian-led fighting in Ukraine since February 24, 2022, La Chaîne de l’Espoir is developing a project to support the hospital and relief network in Ukraine, by supporting its implementation partner Mehad in the creation of a training center for war surgery, as well as by sending medical devices and medicines specific to the care of war-wounded to several hospitals close to or on the front line. During the course of the project, La Chaîne de l’Espoir carries out missions to monitor activities and assess specific needs, in order to define possible areas of intervention for the development of future support.

POSITION AND MISSION

The Field Logistics and Security manager is responsible for the smooth running of logistics to provide the resources needed for program operations, and plays an active role in managing the security of the Ukraine mission, in compliance with La Chaîne de l’Espoir and donor procedures. Under the direct supervision of the Head of Mission, with technical support from the Field Logistics Referent and the Security Referent.

This position will be based in Kyiv, with travel to the regions where La Chaîne de l’Espoir operates, mainly in the south and east of the country.

MAIN ACTIVITIES

Logistics for La Chaîne de l’Espoir team missions

  • Sizes and defines the resources required for logistical operations related to project activities.
  • Participates in the definition and implementation of a logistical organizational framework for the mission, both in terms of capital and for evaluation missions.
  • Monitors accessibility conditions to support mission planning and movement monitoring.
  • Builds and maintains an on-site network for information sharing and logistical coordination with the various players.
  • Sets up and manages all logistics-related administrative activities (vehicle contracts, local suppliers, insurance, etc.).
  • Is responsible for equipment, energy and fleet management.
  • Participates in the preparation and dissemination of La Chaîne de l’Espoir mission’s purchasing procedure and in the training of all relevant mission staff, in liaison with the Logistics Manager.
  • Participates in the formulation, implementation and monitoring of a national logistics strategy aimed at consolidating the logistics department, disseminating best practices and reducing the risks associated with logistics activities.

Safety and security management

  • Assists the Head of Mission in managing security and safety, being directly responsible for the day-to-day, practical aspects of mission security management (risk analysis, mitigation measures to be implemented, application of SOPs).
  • In collaboration with the Head Office Safety Officer and the Head of Mission, develops and keeps up to date a safety plan and standard operating procedures, and ensures that all personnel departing on mission are familiar with and adhere to its content.
  • Ensures that all equipment, tools and systems related to mission security are constantly operational, and that personnel are regularly trained in their use.
  • Participates in the collection of security information on La Chaîne de l’Espoir’s areas of intervention, and disseminates this information through defined channels.
  • Carries out logistical assessments of security conditions in targeted intervention zones.

Supply chain management in Ukraine

  • In collaboration with the Medical Purchasing and Supply Manager at head office, develops the mission’s supply network to ensure the proper routing of freight in compliance with internal and donor procedures.
  • Coordinates with the logistics department at headquarters to organize the shipment of medical devices from abroad, and supervises any customs clearance process.
  • Ensures compliance with La Chaîne de l’Espoir logistics procedures and tools.

Supervises and manages logistics teams

  • Participates in the recruitment of the logistics team and in the decision to terminate an employment contract.
  • Supervises the entire logistics team, directly or indirectly.
  • Drafts or validates job profiles and conducts or delegates appraisal interviews.
  • Ensures and/or supervises ongoing training in La Chaîne de l’Espoir procedures and tools for the national staff of the logistics team, in the capital and on the bases.
  • Draws up the logistics department’s action plan in line with the objectives defined in the mission’s annual programming.
  • The list of responsibilities and main activities is not exhaustive, and may vary and be enriched according to the changing context and needs of the mission.

TRAINING AND EXPERIENCE

  • Master Degree in Logistics
  • Experience in security management, procurement, logistics operations management, or any other training relevant to the position.
  • At least 3 years’ professional experience in an international NGO in a similar position in logistics / project opening / emergency and security is expected.
  • Solid experience in security management (at least 2 years) in a medium/high security environment is expected.
  • Knowledge of the Ukrainian context or similar is appreciated.

SKILLS AND ABILITIES

  • Project opening skills.
  • Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with authorities, international and local organizations, and local stakeholders.
  • Ability to work independently in a stressful environment.
  • Strong adaptability and versatility.
  • Availability and flexibility to carry out field missions.
  • Proven ability to undertake safety risk assessments.
  • Ability to formulate and communicate an analysis of a changing security environment.
  • Knowledge of institutional donor procedures (CDCS, AFD, Expertise France, ECHO, BHA etc.).
  • Pragmatism, objectivity and ability to stand back
  • Ability to delegate and supervise the work of a multidisciplinary team
  • Fluency in written and spoken French and English, with Ukrainian a plus.
  • Adherence to the humanitarian principles and code of ethics of La Chaîne de l’Espoir.

CONDITION

  • Expatriate position, 4-month contract, renewable.
  • Full-time fixed-term contract, based in Ukraine (Kyiv).
  • Salary: according to profile and experience + expatriate allowance

  • Accommodation paid 100% by La Chaîne de l’Espoir
  • Break/R&R policy: every 3 months
  • Desired start date: August 1, 2023
