Sa détention par une unité de police connue pour ses violations des droits humains adresse une mise en garde glaçante aux dissidents
« Ils l’ont détenu là-bas pour nous adresser un message à nous tous : faites bien attention, ou sinon…, » a déclaré un défenseur des droits humains de la République centrafricaine à Human Rights Watch après que Crépin Mboli Goumba, un opposant politique de premier plan, a été arrêté et remis à une unité de police connue pour avoir commis des actes de torture, des exécutions et des tirs à vue sur des suspects.
Le 3 mars, Crépin Mboli Goumba a été arrêté pour outrage à magistrat après une conférence de presse au cours de laquelle il a accusé de corruption quatre juges ainsi que le ministre de la Justice. Il avait présenté un certain nombre de documents pour appuyer ses allégations et demandé aux autorités d’enquêter.
Plutôt que d’être envoyé dans un commissariat en ville, Crépin Mboli Goumba a été conduit au siège de l’Office Central de Répression du Banditisme (OCRB), une unité de police créée à la fin des années 1990 pour faire face à la montée du banditisme et devenue tristement célèbre du fait des violations qu’elle a commises. En 2016, Human Rights Watch a publié un rapport exposant comment les membres de l’OCRB ont exécuté illégalement au moins 18 personnes, voire davantage, entre avril 2015 et mars 2016.
Depuis deux ans, le parti au pouvoir en République centrafricaine, le Mouvement Cœurs Unis, ainsi que ses partisans se livrent à une répression de la société civile, des médias et de l’opposition politique. Depuis que l’idée d’un référendum constitutionnel pour supprimer la limite du nombre de mandats présidentiels a émergé en 2022, les institutions gouvernementales, y compris la police, menacent les activistes de la société civile, les accusant de collaborer avec des groupes armés, et interdisent les manifestations de l’opposition.
Crépin Mboli Goumba n’a pas été soumis à de mauvais traitements à l’OCRB, mais s’il est inculpé, il risque jusqu’à deux ans de prison. Il a informé Human Rights Watch que les responsables de l’OCRB lui avaient dit que son cas était « lié à la politique ».
Crépin Mboli Goumba a été remis en liberté provisoire le 6 mars et il comparaissait pour la première fois devant le tribunal la semaine dernière. Alors que le procès a été repoussé d’une semaine, sa première détention à l’OCRB adresse un message clair : opposants et dissidents doivent se préparer à des heures difficiles.
