(TRAGSATEC) precisa incorporar 1 Consultor/a Senior para prestar apoyo en fortalecimiento de los sistemas de agua potable y saneamiento para desarrollar actividades de apoyo y asistencia técnica para la gestión y seguimiento de los programas del Fondo de Cooperación para Agua y Saneamiento, FCAS, y de otros programas asociados.

• Colaboración en el marco del Fondo de Cooperación en Agua y Saneamiento, FCAS, en la promoción de actividades dirigidas específicamente al fortalecimiento de servicios municipales encargados del ciclo integral del agua urbana y/o operadores públicos, involucrados en las actuaciones del FCAS y con capacidades muy limitadas:
• Desarrollo evolutivo-iterativo del modelo de datos e interfaces de acopio de información del Sistema Integral de Sostenibilidad y Refuerzo Institucional del FCAS, actualmente en desarrollo y pruebas de prototipo, y mantenimiento de resolución de incidencias y a adición de nuevas funcionalidades.
• Apoyo a Operadores concretos en la realización del levantamiento de información; del conjunto de comunidades, sistemas, hogares y prestadores, así como su análisis y evaluación para poder lanzar de forma ordenada, valorada y sistemática los correspondientes planes de mejora. Con los mismos se podrá disponer de una hoja de ruta dirigida al planteamiento de acciones a corto, medio y largo plazo que redunden en un mejor servicio sostenible, prioritariamente en los ámbitos de la gobernanza, planeamiento, gestión del recurso hídrico, organización, viabilidad económica, dotación de personal, cumplimiento legal, comunidades y emergencias (resiliencia), calidad de aguas y viabilidad técnica, considerando con especial énfasis aquellas medidas que pudieran pronosticarse a corto plazo por eventuales rebrotes epidémicos del Coronavirus. Como modelos de análisis serán empleadas las herramientas de análisis de AQUARATING en conjunto con el Sistema Integral de Sostenibilidad y Refuerzo Institucional del FCAS, actualmente en desarrollo y fase de pruebas.
• Formación y Capacitación de Operadores: puesta a disposición y/o desarrollo de módulos y materiales de formación para apoyar a los operadores de la región y coordinación para la impartición de formación específica mediante formadores externos colaboradores de AECID, mediante distintas fórmulas en cuya materialización también podrá aportarse soporte. Se priorizará la formación on-line a fin de tener una mayor cobertura. Los temas a desarrollar serán nuevamente los mencionados en el punto precedente, incluyendo modelos de cambio de comportamiento en las Comunidades.
• Difusión de herramientas para Pequeños Operadores. Se colaborará en el asesoramiento y orientación para la adopción de soluciones técnicas o tecnológicas, a la escala y posibilidades de estos pequeños operadores, para la mejora de servicios en pequeñas poblaciones, < 10.000 personas. Se dará soporte en los siguientes asuntos: metodologías para asegurar la sostenibilidad del servicio de acuerdo a la aplicación de la herramienta del Sistema Integral de Sostenibilidad y Refuerzo Institucional anteriormente mencionada; metodología y/ tecnologías adaptadas para implementación de catastros, inventario y gestión de activos, software básico para gestión comercial, utilización de telefonía móvil para pago de facturas, apoyo mediante documentación de apoyo, incluyendo software de apoyo técnico, cálculo y operación, etc.

Requisitos (obligatorios):
– Ingeniería, Licenciatura o Grado + Máster Oficial, no necesariamente reconocida oficialmente en España.
– Más de 10 años en equipo de seguimiento y control de programas y proyectos de desarrollo en agua y saneamiento, con financiación pública (Banco Mundial, BID, KfW, CAF, Unicef, Agencias nacionales de Cooperación).
– Más de 10 años de experiencia en diseño de infraestructuras urbanas en todo su ciclo de vida y con conocimiento extenso de tecnologías, equipos y proyectos de ingeniería sanitaria.
– Más de 5 años en auditorías operativas (evaluación objetiva, constructiva, sistemática y profesional) de sistemas de agua y saneamiento en entornos de bajas capacidades: O&M, explotación comercial y gestión de clientes, tarificación y gestión financiera; valoración de todos los activos y procesos de gestión, de estas entidades.
– Manejo de herramientas de modelización de redes de saneamiento, tipo SWMM y de agua potable tipo EPANET.
Méritos (valorables):
– Experiencia de más de 5 años en coordinación de Programas de Agua y Saneamiento rurales o periurbanos, en programas bilaterales y proyectos Multilaterales de la AECID.
– Experiencia demostrable en modalidades o instrumentos de financiación en cooperación en agua y saneamiento, para la captación y canalización de los fondos de la ayuda.
– Experiencia demostrable en coordinación de planes entre distintas Administraciones y entidades públicas al más alto nivel (ministerios, viceministerios, direcciones de planeación nacional), y entidades financiadoras multilaterales).
– Experiencia demostrable en contratación pública de los países y de bancos multilaterales de desarrollo.
– Experiencia demostrable de legislación, políticas y normativas internacionales, europeas y americanas, en los sectores de AyS.
Observaciones:
Se ofrece:
– Contrato de duración determinada con una duración estimada de 12 meses, asociado a la ejecución del encargo detallado en la publicación para el plan de Recuperación, Transformación y Resilencia o con financiación que provenga de Fondos de la Unión Europea.
– Jornada completa.
Se formalizará la contratación atendiendo a la mayor titulación oficial acreditada y homologada aportada por la persona seleccionada, de las indicadas en la oferta.
Con el objeto de dar cumplimiento al II Plan de Igualdad de la empresa para alcanzar una presencia equilibrada de mujeres y hombres en todos los niveles, áreas y ocupaciones donde exista desequilibrio, a igualdad de méritos y capacidades, se articulará la preferencia de contratación de la persona del sexo infrarrepresentado en el puesto. Se entiende por infrarrepresentación un porcentaje igual o menor al 40% en el ámbito de la empresa en el puesto ofertado.

La incorrecta acreditación de los documentos solicitados o la falsedad en lo indicado, supondrá la exclusión inmediata del proceso.
Con el objeto de dar cumplimiento de la Norma RRH.09 para el Fomento de la incorporación de personas con discapacidad en el Grupo Tragsa, a igualdad de condiciones, se priorizarán las candidaturas de aquellas personas que cuenten con una discapacidad reconocida y acreditada igual o superior al 33%, siempre y cuando la discapacidad sea compatible con el adecuado desempeño del puesto.

Si la persona que resulte seleccionada en este proceso mantiene una relación laboral vigente en la empresa, la suscripción del nuevo contrato conlleva la inexistencia de reserva de su actual puesto de trabajo, debiendo realizar previamente, los trámites legales oportunos.
En caso de surgir bajas, se podrá contactar a los/as candidatos/as para ofrecer un contrato de duración determinada con una duración que variará en función del hecho causante.
Cualquier contratación temporal resultante de este proceso de selección garantizará por parte del Grupo Tragsa la operatividad y el mantenimiento de los proyectos/servicios, así como, el cumplimiento de la normativa interna y la legislación laboral vigente.
