“Disaster Affected Private Housing Retrofitting, Reconstruction and Resettlement Tranche Disbursement Procedure 2081” approved with amendment

Addressing the 21st Executive Committee Meeting of NDRRMA, Deputy Prime Minister and Minister for Home Affairs (MoHA) Rabi Lamichhane has urged the concerned authorities to be serious about making sure that the disaster survivors are not deprived of rights due to procedural dilly dallying. The meeting organized at MoHA,
Singhdurbar on 15th April, approved the document pertaining to “Disaster Affected Private Housing Retrofitting, Reconstruction and Resettlement Tranche Disbursement Procedure 2081” with amendments.

Minister Rabi emphasized that the disaster survivors should be resettled in their houses before the onset of the upcoming monsoon and instructed the subordinate authorities to accelerate resettlement works accordingly. Secretary of MoHA, Mr. Ek Narayan Aryal informed the meeting that a new procedure was prepared making the previous one a basis and added that the federal government would bear the cost in case the local government lacked resources. According to Aryal, the regulations for the procedure will be sent to the council of ministers within one or two days. He viewed that all three layers of government would have comfort in managing the budget if the regulation and procedure were approved before the budget session. After the 21st executive meeting, a subsequent NDRRMA level meeting resolved to revise the DRRM Regulations. This revision aims to enhance collaboration and support across all levels of government for retrofitting, rehabilitating, and reconstructing vulnerable private housing. Additionally, the meeting established the following actions: setting a deadline of April 28th 2024 (16th Baishak 2081) for beneficiary enrollment, identification, and agreement for the construction of temporary shelters for those affected by the Jajarkot earthquake; and NDRRMA to coordinate further to incorporate 57 disaster-vulnerable infrastructure projects including schools, health facilities, local government buildings, and bridges, into the budgets and programs of relevant ministries.
