REGIONAL ANALYST – SAHEL

Organization background

Founded in 2011, International NGO Safety Organization (INSO) is an international non-governmental organization that provides safety support to aid workers by establishing safety coordination platforms in at-risk contexts.

INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reporting, security-related data and mapping, crisis management support, staff orientations and training .

INSO services help NGOs with their day-to-day risk management responsibilities and improve their general knowledge of their operating environment.

Today, INSO provides daily support to over 1,000 NGOs in 16 of the world’s riskiest countries.

INSO is registered in the Netherlands with its headquarters in The Hague, the international city of peace and justice.

The INSO mission in the central Sahel:

INSO is present in the Central Sahel through three missions based in Mali, Burkina Faso and Niger.

INSO Mali started in 2013 and launched its comprehensive services in 2014. INSO Mali provides services to improve the delivery of humanitarian aid and maintain the safety of staff employed by approximately 170 NGOs providing humanitarian and emergency aid .

INSO Niger started implementing its services in May 2020 and currently has 92 NGOs as partners, as well as 7 member organizations of the Red Cross and Red Crescent movement. INSO Niger currently covers the regions of Diffa, Tillabéry and Tahoua, with offices in the cities of Diffa and Tillabéry and a secondary office in the city of Tahoua. By the end of 2022, INSO aims to cover the regions of Maradi and Dosso.

INSO Burkina Faso started in 2018 and launched its comprehensive services through its offices in Ouagadougou, Dori, Fada N’gourma and its branches in the cities of Ouahigouya and Bobo-Dioulasso. INSO provides services to improve the delivery of humanitarian aid and maintain the safety of staff employed by approximately 164 NGOs.

Job overview:

Under the supervision of the Regional Director (functional link) and the Country Director (hierarchical link) the Regional Analyst, will be responsible for complementing and improving INSO’s existing products and services by assessing broader regional and international trends, such as as contextual developments or stakeholder dynamics, which have a specific impact on humanitarian security and access in the assigned program area.

The position is currently based in Bamako but could be based in Niamey or Ouagadougou. It involves regular trips to these three countries.

Main responsibilities

  • Strengthen INSO’s perspective by monitoring and evaluating regional and international factors, such as conflicts, political or socio-economic developments that contribute to or affect existing national programs and by writing a monthly regional analytical report.
  • Provide analytical services to partners detailing the humanitarian implications of regional developments as well as the potential ramifications of the crisis on regional stability.
  • Represent INSO and participate in regional coordination platforms, working groups and conferences that focus on the humanitarian impact of regional dynamics and conflicts.
  • Conduct studies that address systemic, structural or common challenges relating to humanitarian security and access across programmatic contexts, and provide partners with recommendations and practical advice as well as a thematic quarterly report.
  • Maintain and develop contacts and networks with humanitarian organizations and other relevant stakeholders on initiatives and issues related to the region.
  • Assist country offices and staff in filing, verifying and substantiating incident data across alternative and diverse sources.
  • Act as a technical focal point for the Director of the Analysis Department of INSO HQ and as an advisor to the program teams in the Central Sahel countries in terms of compliance standards and quality of analyzes and thematic studies.

Job requirements

  • Fluent French compulsory, ability to communicate in English necessary.
  • Training in political science, conflict, security or humanitarian studies.
  • Relevant experience working in NGOs, international organizations, think tanks, research consulting firms and/or journalism.
  • At least 3 years of experience working in and on unstable/post-conflict security contexts, preferably on analytical aspects.
  • Writing and analytical skills.
  • Ability to work independently with tight deadlines under difficult conditions.
  • Demonstrated understanding of security discourses and dynamics relating to NGO operations and humanitarian coordination mechanisms.

Terms and conditions

12 month contract, €4550 salary per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 3 months with allowance of €1250, accommodation, comprehensive medical cover (excluded USA) and life insurance understood.
