The post directly supervises the relevant Field Sector Officers and monitors their performance to ensure that each officer properly manages and delivers their sector component in line with approved plans and technical standards.

Instead, the role focuses on oversight, follow-up, coordination, verification of implementation quality, addressing challenges, and strengthening accountability. The Project Manager also ensures integration among the Education, Food Security and Agriculture, Health, Shelter and Non-Food Items (NFIs), and Water, Sanitation and Hygiene (WASH) components. The role monitors the quality of works and services; compliance with organizational policies and the principles of Accountability to Affected Populations (AAP), Protection, and Prevention of Sexual Exploitation and Abuse (PSEA); risk management; and coordination with authorities, directorates, and relevant sectors, while ensuring that results are documented and corrective actions are taken in a timely manner.

Location: Syria- Der ez-Zor- Ashara

Duties and Responsibilities

  • Provide overall oversight of field implementation in line with the approved project document, logical framework, work plan, budget, and contractual obligations. • Directly supervise Field Sector Officers and monitor their performance, ensuring that each officer plans, organizes, and oversees the implementation of their sector’s activities in line with approved plans, technical standards, and timelines. This covers Education, Food Security and Agriculture, Health, Shelter, and WASH, along with follow-up on coordination between them and the Monitoring, Evaluation, Accountability and Learning (MEAL), Supply Chain, Finance, Human Resources, and Security and Safety teams. This includes targeting and beneficiary verification, agricultural input vouchers, low plastic tunnel equipment, agricultural extension, and the early warning system. Verify compliance with vendor controls, quality, market considerations, documentation, and transparency, without the Project Manager taking over the day-to-day technical management of these activities.

This includes progress of rehabilitation and equipping works; availability of medicines, consumables, and laboratory supplies; integrity of the cold chain; the referral system; continuity of Emergency Obstetric and Newborn Care (EmONC) services; Mental Health and Psychosocial Support (MHPSS); and clinical management of sexual violence cases within the project scope. Follow up on escalating operational risks or critical gaps and take the necessary action in coordination with management and specialists.
  • Work closely with the MEAL team to ensure data consistency with the logical framework and the MEAL plan; verify beneficiaries and results; prevent duplication; track indicators disaggregated by sex, age, disability, and displacement or return status where applicable; and convert monitoring findings, complaints, and user feedback into documented and closed corrective actions.
  • Ensure the practical application of Protection, AAP, and PSEA principles. Make safe, accessible, and confidential complaint and feedback channels available, ensure compliance with codes of conduct and confidential referral of sensitive cases, and integrate the needs of women, girls, persons with disabilities, and groups most at risk of exclusion into implementation.
  • Monitor the project’s financial and operational performance in coordination with Finance and Supply Chain. This includes the procurement and contracting plan, status of commitments and payments, burn rate and financial forecasts, reconciliation of expenditures against activities and the approved budget, completeness of supporting documents, and readiness for reviews and audits.
  • Represent the project in the field and coordinate continuously with local authorities; the directorates of Education, Health, Water, and Agriculture; community actors; and humanitarian sectors and clusters. Contribute to activity and coverage tracking reports and coordination meetings, manage access, security, and community acceptance risks, and submit accurate periodic reports to the Program Coordinator on progress, required decisions, risks, lessons learned, and the closure and handover plan.

Note: The duties and responsibilities above outline the core responsibilities of the post. The post holder may be assigned other tasks related to the nature of the project and implementation needs, within the scope of their competence.

  • Proven experience managing integrated, multi-sector projects, preferably covering a mix of infrastructure and basic services rehabilitation and livelihoods, with a practical understanding of Education, Health, WASH, Shelter, and Food Security and Agriculture.
  • Strong ability to manage multidisciplinary teams across multiple locations; to supervise sector officers and coordinate their work with engineers and the MEAL, Finance, and Supply Chain teams; to translate project plans into clear implementation schedules; and to monitor performance and accountability and take corrective action.
  • Good knowledge of budget management, procurement, contracting, and management of vendors and contractors; monitoring of burn rate, financial forecasts, and budget compliance; and the ability to review BoQs, supply plans, and supporting documents in coordination with specialists.
