I. Information about the position

Place of employment: Baghdad, with frequent (overnight) travels to Ramadi, Anbar

II. Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network, Caritas Internationalis, and Caritas Europa. Its foreign activities focus on the health and social sectors and on developing livelihood for the local population and education of children and adults.

Currently, CCR is looking for a prospective candidate to lead a project that will contribute to enhancing income-generating opportunities for vulnerable people in the conflict-affected area of Anbar. More specifically, the project’s objective is to:

  1. Provide labour-market relevant short-term trainings for selected non-agricultural occupational profiles.
  2. Improve managerial and teaching capacities of the Vocational Training Centre (VTC) in Ramadi and relevant department at Directorate of Labour and Social Affairs (DoLSA).
  3. Develop and facilitate a pilot phase of newly developed short-term trainings.
  4. Match the training participants with potential local employers.

III. Responsibilities

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at the local and regional level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners
  • Taking cross-cutting themes into consideration (inclusion of the private sector and other relevant stakeholders, gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Continuous communication with donor project staff and regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the donor’s officer responsible for the commission
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase

IV. Requirements

  • Education/training: University degree (master’s or equivalent) in education studies or other fields of study relevant to the sector
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages; knowledge of Arabic, B2 in the Common European Framework of Reference for Languages
  • General professional experience: 15 years of professional experience in the TVET sector, of which 5 years in another country (international context)
  • Specific professional experience: 8 years of professional experience in educational governance and management and institutional advisory in the field of TVET
  • Leadership/management experience: 10 years of management/leadership experience as a project team leader or manager in a company
  • Regional experience: 5 years of relevant work experience in the Middle East
  • Development cooperation (DC) experience: 5 years of experience working in technical DC projects
  • Other: 3 years of project management in post-conflict or (post-) humanitarian context
