General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programmes, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programmes, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities where we work in are ready for any future disasters.

Position Purpose:

Under the direct supervision of the Field MEAL Coordinator, the Field MEAL Officer is responsible for delivery and maintenance of a high-quality Monitoring, Evaluation, Accountability and Learning (MEAL) system for Orange in Türkiye.

Key Responsibilities:

  • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data and capture and document lessons learned.
  • Maintain existing indicator tracking tools and develop additional databases and tracking tools as needed.
  • Submit reports to document MEAL activities such as (verification, baseline, end line, etc.).
  • Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises, and impact assessments when needed.
  • Maintain MEAL log frame for projects and follow up with indicators to determine the progress.
  • Supervise the MEAL Assistants inside Syria to brief them on upcoming activities, methodologies, and research tools for MEAL activities.
  • Coordinate with other departments especially with the programs team to ensure all potential data collection needs are addressed.
  • Analyze data for accuracy, flag validation or quality issues, and contribute to fixes.
  • Create and integrate graphics in reports and information products to help visualize data in a meaningful way.
  • Coordinate responses to the FCRM as instructed by the Field MEAL Coordinator.
  • Contribute to developing and reporting project reviews, assessments, surveys, and other analytic or evaluation processes and products.
  • Support recruiting, interviewing, and training new M&E staff and Enumerators.
  • Ensure adherence to specific monitoring and reporting requirements.
  • Support other tasks as required by the Field MEAL Coordinator.

Qualifications and Requirements:

  • University degree in Computer Sciences, Information Technology, Statistics, or related technical field. Other specializations may be accepted based on previous experience and records.
  • Minimum of 1-2 years of work experience in MEAL field.
  • Fluent in Arabic and Advanced English.
  • Experience in data analysis and producing field reports.
  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of MS Excel.
  • Proven experience in conducting field research.
  • Thorough knowledge in writing technical M&E reports.
  • Thorough knowledge on Sphere, Core humanitarian standards, child rights, IASC and evaluation criteria are essential.
  • Maturity and professional ability to handle sensitive information and ability to respect the confidentiality.
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Ability to work effectively in a fast-paced, stressful environment.
  • Excellent written and oral presentation skills.
