Field Analyst

Scope of Work/Qualifications

  1. In specifically assigned areas, liaise, at the operational level, with the Government of Mali, the Coordination of Azawad Movements (CMA), the Platform, and the Inclusivity regarding the implementation of the 2015 Agreement for Peace and Reconciliation in Mali. Maintain regular contact with international partners active in areas related to the Agreement.
  2. Provide regular (on a monthly basis) written reports and oral reporting as needed and analysis of the implementation of the Agreement during weekly team meetings, including high-quality oral and written analysis of information gathered and research conducted, such as minutes of meetings with interlocutors, and internal notes.
  3. Collect information on violence and conflict in the country, as well as on progress, new developments, and other relevant topics as they relate to the impact on the peace process, including on the implementation of the Agreement.

D. Plan and execute missions, as needed, throughout Mali. Report on these missions (in written and oral form), including the missions conducted by the Special Adviser for Mali (SAM), the Deputy Special Adviser for Mali (DSAM), and headquarters staff; if necessary, participate in and conduct other missions, including individually.

E. Collect information on non-signatory armed groups, Article 51 actors, and other key stakeholders and their impact on the peace process.

F. Attend designated subcommittee meetings of the Agreement’s Follow-up Committee (CSA, by its French acronym).

G. In collaboration with the DSAM and others, actively contribute to the conception, drafting, and editing of the reports and other official documents of the Independent Observer in a timely manner, often operating under tight deadlines, and by offering possible themes/topics for the Independent Observer’s official reports and other written materials, and contribute to the development of related special projects such as seminars, public information-sharing events, and round tables.

H. Contribute to the monitoring and evaluation framework of the Independent Observer to meet performance and production goals, as required by donors, including by gathering data, reporting on meetings, and all other tasks related to monitoring and evaluation.

I. In collaboration with the DSAM and others, actively contribute to, and participate in, the activities of the Independent Observer related to the implementation of the Agreement, such as bilateral and multi-lateral meetings, conferences, seminars, official receptions, and other events or activities of a similar nature.

J. Building on existing work, proactively develop and expand an extensive network of contacts related to the implementation of the Agreement. Maintain an up-to-date record of contact information (address book) in coordination with the Communications Officer/Analyst based in Bamako and the TCC Senior Program Associate.

K. As needed, communicate with colleagues at The Carter Center Headquarters on administrative, security, and other questions affecting Bamako-based staff as well as on developments which may impact the reputation and global image of The Carter Center in Mali.

L. Organize visits by team members based outside of Mali, including by proposing and scheduling meetings, (phone calls, letters, etc.). Coordinate with Bamako-based colleagues as needed to carry out this responsibility.

M. In collaboration with the Senior Program Associate (Atlanta), develop and write assigned sections in reports and donor materials.

N. Other tasks, as required.

EXPERIENCE, EDUCATION AND QUALIFICATIONS:

Master’s degree or higher in international relations, law, political science, development, sociology, journalism, or a related field.

Demonstrated expertise in the analysis of political, security, economic and social events in the Sahel region of Africa. Specific expertise on Mali and the 2015 Peace and Reconciliation Agreement is a strong asset.

Experience or interest in public communication, including traditional and social media.

Experience in conflict resolution and mediation.

Diplomatic skills and ability to build strong relationships and networks with different types of interlocutors.

Team player and proactive problem solver.

Ability to conduct regular field missions throughout Mali.

Excellent French speaker and writer, including for internal/operational documents and sensitive public reports. Excellent communication skills, both oral and written, in English.

Ability to work under pressure and meet strict deadlines.
