Vacancy Announcement MCA-II Phase Project
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.
The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).
The Indonesia Infrastructure and Finance Compact consists of three projects:
- The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
- The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness
- The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultants to take part in these interesting and challenging consulting services as:
Reform Project Lead Millenium Challenge Account-II Phase Project
The ATLAS Reform Lead will assume a critical role in the success of three programs under the ATLAS Project described above. These three programs are collectively referred to in this position description as the ATLAS Reform Sub activities: Transport Planning, Public Investment Management Guidelines (PIMG) and the Project Preparation and Development Facility (PPDF).
The ATLAS Reform Lead shall report to the Deputy Executive Director (DED) – Infrastructure Finance. The ATLAS Reform Lead shall provide thought leadership and strategic direction to the Reform Sub activities. He/ She shall ensure that all project implementation and targets are met according to Compact objectives and agreed workplans.
The ATLAS Reform Lead will be expected to carry out the tasks and responsibilities as described below.
Job Responsibilities
- Lead successful implementation of Transport Planning, PIMG and PPDF consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.
- Recruit, direct, and supervise a team of technical specialists and consultants under the ATLAS Reform Sub activities that will manage and support the ATLAS Project, including both home office (Jakarta) and, if required, field staff (provincial offices)
- Support the Deputy Executive Director for Infrastructure Finance in representing the ATLAS Reform Sub activities with Government of Indonesia counterparts, civil society, project beneficiaries, community and private sector representatives, service providers, province and district multi-stakeholder forums, and MCA/Jakarta staff.
- Oversee the development of project work plans and management plans and ensure compliance with Compact requirements through document review and approval and activity monitoring.
- Ensure coordination and knowledge sharing with another component of the ATLAS Project, the Good Practice Infrastructure Projects, promote learning across relevant stakeholders; and foster collaborative approaches at the national and provincial levels between MCA-II and other GOI and or donor-funded infrastructure and transport and logistics development initiatives.
- Provide technical inputs and review to project activities including, but not limited to, ATLAS Reform Sub activities program designs, participatory planning processes, disbursements, consultant and contractor Terms of Reference, training materials and subsequent training sessions and work plans.
- Provide inputs as required for the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related initiatives according to MCC guidelines.
- Ensure that the ATLAS Reform Sub activities are implemented in full compliance with MCC and Compact requirements related to environmental and social management and gender integration, and in accordance with relevant Government of Indonesia environmental laws and procedures.
- Prepare periodic progress reports and serve as the main point of contact on Reform sub-activities- related matters to the MCC (Washington) Project Lead. Ensure appropriate coordination and interface is maintained between the MCA and MCC technical teams.
- Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.
