Gender and Inclusion Manager

IRC began its work in the Democratic Republic of Congo (DRC) in 1996 in response to the humanitarian crisis in the east of the country. Since then, the organization has become one of the largest agencies delivering humanitarian and post-conflict development projects in the country. With an approximate budget of $30 million and over 400 employees, IRC supports Congolese communities and institutions in 4 provinces in the fields of governance, health, gender-based violence, education and emergency response.

Position Overview

The Gender and Inclusion Manager will be a key source of support for the Team Leader and Deputy Team Leader/Implementation, working with other IRC colleagues, consortium members and partners in the implementation of activities to ensure that gender and inclusion aspects are considered. The position focuses on supporting efforts to mainstream gender and the inclusion of women, young people, children, minorities and the vulnerable during the implementation of project activities. The Gender and Inclusion Manager will ensure that activities are in line with national policies and laws on gender inclusion and mainstreaming. He/she will also ensure that the FCDO’s guidelines and policies on gender and inclusion are considered in all phases of the implementation of activities. Finally, he/she will ensure that the policies and guidelines of the IRC and its partners in a consortium are considered in the development of activities and other actions.

The position remains dependent on acceptance of the proposal submitted to FCDO.

Main responsibilities

• Assist in the preparation and analysis of action plans, reports and other documents requested by the donor.

• Prepare and carry out all gender, diversity and inclusion analyses in concertation with the MEAL department and the project teams.

• Work with the Deputy Team Leader and project teams to ensure that plans and activities take into account gender, diversity and inclusion.

• Work with the MEAL department under the leadership of the Deputy Team Leader to ensure that project indicators consider gender, equality, diversity and inclusion.

• Be the main actor in capacity building of project teams, consortiums, partners, state institutions and other actors on gender and inclusion issues.

• Support the updating and adaptation of training and guidance material according to the context.

• Manage the calendar, including the scheduling and organization of meetings/workshops /training, as appropriate.

• Contribute to the design and implementation of gender and inclusion initiatives, projects or programs.

• Assist in the preparation of relevant communication materials (e.g. project information sheets, etc.), ensuring that gender and inclusion aspects are considered.

• Participate in the activity monitoring system to ensure that gender and inclusion are considered.

Technical knowledge required for the project:

• Have the necessary and proven experience on stabilization and DDR issues to ensure that gender and inclusion issues are considered.

• Demonstrate specific experience and understanding of how gender and inclusion are considered in peacebuilding and governance programming.

Qualifications, Skills and Experience :

• University degree in gender, development, law, social sciences and other relevant disciplines.

• Experience in at least one of the following areas: gender equality, including feminist movements, youth justice, anti-racism, diversity, equity and inclusion, and displaced persons.

• Experience working collaboratively in a team structure in a multicultural environment is desirable.

• Experience in research, writing and editing reports, creating presentations, and basic knowledge of statistics.

• Strong leadership and supervisory skills, and experience in managing consortium activities and staff.

• Demonstrated skills in working with government institutions (especially DDR-related programs), local communities, civil society organizations, government officials, donors and other stakeholders.

• Demonstrated experience or mastery of national policies on gender, equality and inclusion.

• Proven experience in building the capacity of state and community structures and staff, including local civil society organizations.

• Solid knowledge of gender analysis methods.

• Good diplomatic and negotiating skills

• Experience in implementing gender-sensitive programming

• Strong computer skills in MS Office (Word, Excel, Power Point, Access, Outlook)

• Strong verbal and written skills in French, knowledge of English would be an asset.
