About the Asian Disaster Preparedness Center:
The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.
Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas, with over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC has six strategic themes supported by seven departments, namely the ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.
ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction:
The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.
Purpose and Objectives:
The Preparedness for Response and Recovery Department (PRR) of the ADPC is implementing the following programs in Sri Lanka that the consultant will be engaged:
Phase 3 of the Asian Preparedness Partnership (APP) and the Sri Lankan Preparedness Partnership (SLPP) is the Co-Chairs of the APP. The consultant will coordinate and assist the Co-Chairs of the APP from the Disaster Management Center (DMC), Janathakshan, and Ceylon Chamber of Commerce in carrying out the tasks required in consultation with the APP Secretariat of the ADPC. The consultant will support and assist the APP Secretariat in the program coordination for implementation of the Asian Preparedness Partnership (APP) Phase 3.
Sustainable National Anticipatory Action (SNAP) In South Asia: the consultant will support the coordination of the priority interventions of SNAP in Sri Lanka with the Disaster Management Center as a nodal agency together with implementing institutions to strengthen the institutional and technical capacities to enhance coordination systems, and institutional arrangements for early actions and facilitate a sustainable capacity development system for anticipatory action.
Duties and Responsibilities:
- Coordinate with APP Co-Chairs from Sri Lanka Preparedness partnership for implementation of their roles and responsibilities;
- Assist in communications for the Co-Chairs with other APP countries, stakeholders and the APP Secretariat;
- Support the Co-Chairs, APP Secretariat and SNAP team to plan, organize, and implement program activities such as training, workshops, program reviews, and meetings;
- Liaison with the Co-Chairs and the respective Program/ Technical Lead for coordination and development of agendas, concept notes etc;
- Draft minutes of meetings, event reports, etc. as well as technical check of documents;
- Assist in drafting and finalizing the SoWs, ToRs, Sub-grant agreements and other related administrative documents for the consultants and sub-awardees;
- Assisted the Co-Chairs of APP and APP Secretariat the development of ADRF funding facility at ADPC
- Assist in developing the MOUs and MOIs with the stakeholders
- Assist the Co-Chairs in facilitating the capacity building activities at the national and sub-national levels, as required;
- Provide support in monitoring of the program activities, participation and engagement of local actors for APP and SNAP regional activities, knowledge management & promotion of learning among the stakeholders;
- Assist in coordinating with DMC and implementing institutions to facilitate national partnership and synergies in program implementation.
- Support data collection for documenting case studies, process documents and best practices of partners in implementing the programs including how capacities were applied to reduce disaster impacts in vulnerable communities.
- Perform other relevant tasks as assigned by the PRR Director and Project Manager.
Working Principles:
Under the overall guidance of the Director, PRR, the Consultant will report to the Program and Technical Lead of APP and SNAP programs and work closely with other staff of PRR as required.
Qualifications:
- An advanced university degree (at least a Masters) in Disaster Risk Management, Public Policy, Environmental Sciences, Engineering, or any other related fields is essential.
- A minimum of 5 years of professional experience in program coordination, project administration and finance management, etc., in Disaster Management or a related field, is required;
- Excellent English language skills, both oral and written, is required;
- Advance knowledge and understanding of current discourse related to disaster risk reduction and humanitarian actions, including the existing disaster risk management systems, policy, and legal framework in Sri Lanka;
- Knowledge of working ethics of national government agencies, International NGOs, National NGOs, private organizations, and international organizations;
- Communicate effectively in writing to a varied and broad audience in a concise and straightforward manner
- Experience in working with Humanitarian NGOs or international organizations in similar programs.
- Demonstrated ability to plan and organize work & time independently;
- Excellent interpersonal and communication skills, team-oriented work style, and experience in working in a multi-cultural environment; and
- Strong networking capacity and understanding of humanitarian and development nexus at local and regional levels.
Duty Station: Colombo, Sri Lanka
Duration: The total time-period of the consultancy is 1 year from March 2024 – February 2025. The consultant will be hired on a part -time basis based on the level of efforts required. There is a possibility of an extension depending on the needs of the project and upon satisfactory performance.
Itinerary: During official missions outside the duty station, the Consultant will be entitled to local/international travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy.
