Due to the growth in health programming and, consequently, the large volume of pharmaceutical products to manage, Concern South Sudan wishes to pilot a pharmaceutical stock management software (namely SagaStock from EPI Concept) and deploy it in the two Concern operational bases in NBeG and Unity States. This is a pilot initiative that is currently being implemented in Chad after a training that encompassed 7 half-days with mixed theoretical knowledge and practical exercises.
Concern South Sudan’s adoption of SagaStock will enable efficient, quality management of pharmaceutical products, guaranteeing traceability of stock movements (in and out), reliable AMC, appropriate management of expired products, proactive monitoring of pre-stock-out situations, and comprehensive reporting.
This will also facilitate forecasting (including budgeting) and preparation of international orders and strategic decision-making at country level. With this in mind, Concern South Sudan is seeking for an external and short-term support per the present Terms of Reference (TDR).
In collaboration with Concern South Sudan and the Health Adviser/HQ Focal Point, the Pharmacist Consultant will support the following:
A. Preparation:
- Review and consolidate the initial database to help correcting for/fixing potential errors in data entry and IN and OUT movements. To note that the database will be used during the training for the practical exercises;
- Review and adjust the existing SagaStock modules developed for the training of Concern Chad staff, including updating the practical exercises;
B. In-country training for Concern South Sudan team (08 people)[1]. The Health Adviser/Focal Point for SagaStock will also attend the training.
For consistency purpose, Concern’s Saga Stock modules (developed from SagaStock Manual User, v.2.0, April 2020 and used for the training in Chad) will be prioritized.
Based on the experience with Concern Chad, the training should preferably take place half-day, morning time. We expect the afternoon time to be dedicated to support the Roving Pharmacist and the Health Technical Coordinator in creating and managing the database for the Central Pharmacy in Bentiu.
C. Follow up and coaching
- Provide a monthly post-training session (half-day) over a 3-month period to review and analyse Saga Stock data for the monthly reporting.
DELIVERABLES
The Pharmacist Consultant will be responsible for delivering the following:
- SagaStock databases:
- Central Pharmacy Nyamlell: The database is consolidated for the 22 end-users units, emergency box and vehicle first aid kits;
- Central Pharmacy Bentiu: The database is set up and up-to-date in terms of IN & OUT movements and inventories for 2024.
- Training Modules: are adapted, especially for the practical exercises;
- In country training: Delivery of the training to the Concern South Sudan team, ensuring that participants acquire the necessary skills to use the Saga Stock software effectively;
- Coaching: Support to in-depth analysis of SagaStock databases to the Concern South Sudan team and HQ Health Adviser
- Report: Production and submission of a short-training report.
QUALIFICATIONS & EXPERIENCE
- Essential:
- Diploma: Degree of Doctor/ Bachelor of pharmacy
- Proven experience in the use and training of Saga Stock software
- Practical experience in implementing the Saga Stock software with country teams
- Experience in INGO, in humanitarian or development contexts
- Fluency in English
All deliverables should be in English.

SUBMISSION OF OFFER
Based on the TORs, the Pharmacist Consultant will prepare the following documents:
A technical offer with:
- An updated curriculum vitae (CV)
- References for SagaStock training courses already delivered
- 2-3 pages on the methodological approach for the preparatory work, the training and coaching, the number of days required, and a provisional timetable.
A financial offer including:
- Costs in Euros for the preparation, online training and coaching
- Any other costs associated with the training & coaching.
The tentative timetable for the provision of services is outlined below:
- Preparation : between 1st – 10th May 2024
- In-country training: between 14th and 31st May 2024
- Coaching (on a monthly basis): June 2024 – August 2024
