Job Description:

Sightsavers is an international NGO working in over 30 countries in Africa and Asia to eliminate avoidable blindness and promote the inclusion of people living with disabilities so they can enjoy equal rights and lives free from stigma and discrimination. Sightsavers is going through a digital transformation in data management and analytics to leverage operational insights into the reporting and decision making of the organisation. Sightsavers is undertaking the development of a new programme data management interface that is being built in DHIS2. The Implementation and change manager will play a central role in ensuring the key project milestones are reached through coordination of training and generation of informational intranet pages to support new users with the system.

Purpose

Sightsavers will be commissioning a consultant to support the timely delivery for the development and roll out of DHIS2 as an organisation programme output management tool between September 2024 to February 2026.

The Implementation and change manager will provide oversight of the project to ensure milestones are reached, stakeholders are updated and consulted as appropriate and any risks to delivery are identified early so that mitigation measures can be put in place. Working closely with Head of DART to successfully implement the system implementation.

A key stakeholder working group will need to be established and the consultant will facilitate discussions and provide regular updates for this group.

Alongside rigorous project management the consultant will support the implementation of DHIS2 with change management oversight.

Deliverables not limited to

  • Lead on the development and implementation of project schedule and related work plans.
  • Lead on developing and overseeing the governance structure to ensure successful delivery.
  • Support the documentation of the detailed business and systems requirements that underpin the implementation of a new programme output data system
  • Manage key relationships to ensure necessary input and sign off is obtained at critical points of the project pathway
  • Oversee the documentation of the user guides and training that will underpin the implementation of a new programme output data system across our projects and countries
  • Develop and maintain a risk register based on risk assessments to the project by identifying, monitoring, escalating and mitigating risks as necessary.
  • Develop, communicate and update RACI matrix and oversee stakeholder management, including the formation of a working group
  • Identify stakeholders, develop and implement a management and communications plan to keep stakeholders and groups updated on progress
  • Co-ordinate consultations with country office stakeholders including preparation of the roll out for users across the four phases of the project.
  • Create and co-ordinate communication plans with the Communications team and support the drafting of content for DHIS2 web pages and materials.

Consultant’s expertise

  • Proven track record in Digital Transformation Change Management.
  • First class Project Management in complex environments
  • Proficient use of Project Management tools or software (professional qualification preferred)
  • Knowledge of results frameworks/logframes and KPIs for monitoring and evaluating Sightsavers thematic projects
  • Familiarity with working within low income countries, preferably within a Monitoring & Evaluation context
  • Strong analytical reporting and production of communication materials for a wide range of audiences, in print and web page content.
  • Excellent interpersonal and negotiation skills
  • Collaborative and consultative approach
  • Fluency in French an advantage
  • Able to travel if required

Schedule of payment

The consultant will submit an invoice and report of activities and outputs on a monthly basis commencing one month after their start date. Budget to be agreed at interview.

A consultant with a proven track record in the above will be procured to undertake the project through an expression of interest process.

Interviews are intended to be conducted on Monday 2 September 2024, this will be a virtual interview lasting up to one hour. We may request a final second interview if required.
