Grants and Partnership Officer

Background:

The Middle East has faced decades of conflict, leading to an overwhelming need for specialized reconstructive surgical care. Médecins Sans Frontières (MSF) established the Reconstructive Surgery Program (RSP) in Amman in 2006 to address this need. Initially dedicated for Iraqi patients, the hospital later expanded the admissions to serve patients from Yemen, Syria, Gaza, Somalia, and others.

The target population is “victims of war and victims of violence” thus comprised of patients in need of physical and mental rehabilitation for a long period of time. The lack of specialized reconstructive resources in the countries of origin as well as limited access to health services in general identifies patients as possible target population. Surgical specialized capacities are rendered impossible by conflicts and insecurity; furthermore, violence related injuries are frequently subject to infections and delays in management, placing victims at increased risk for long-term complications.

The patients go through different phases of treatments from the moment he is identified by Medical Liaison Officers in his country of origin and the moment he/she is discharged from the hospital (admission, first consultation, Surgery, OPD follow up, Physiotherapy, Mental Health support, accommodation, …). The Amman Reconstructive Surgery Program (RSP) developed a multidisciplinary approach putting together the different disciplines in order to propose the best possible care for the best possible outcome.

Scope of Responsibilities:

The Grants and Partnership Officer are responsible for identifying, developing, and managing strategic partnerships and private funding opportunities to support the activities of the RSP (Reconstructive Surgery Program) in Amman. This includes building and maintaining collaborative relationships with relevant stakeholders, negotiating agreements, and ensuring alignment with MSF’s institutional policies on grant and partnership management. The overall goal is to enhance patient support services and ensure the sustainability and effectiveness of RSP’s interventions.

Key Activities and Responsibilities:

Partnership Development & Management

  • Identify and assess potential partnership opportunities through targeted market research and stakeholder mapping, including verification of background:
  • Corporate partners
  • Local and international NGOs
  • Private donors
  • Institutional donors in line with MSF policy
  • Philanthropic foundations
  • Develop and implement tailored partnership strategies and proposals to engage potential collaborators.
  • Lead negotiations of partnership terms and conditions to ensure alignment with RSP goals and MSF standards.
  • Draft, review, and finalize partnership agreements and contracts for sub-projects and joint initiatives.
  • Ensure all partnership agreements are legally and regulatory compliant and in line with MSF policies and procedures.
  • Maintain and strengthen relationships with existing partners through regular communication, updates, and performance review.
  • Serve as the primary focal point for all partner organizations.

Grant Opportunities and follow up

  • Identify and pursue grant opportunities that align with RSP’s strategic priorities.
  • Coordinate and contribute to the development of high-quality grant proposals, including narrative writing, budgeting, and documentation.
  • Support the submission, monitoring, and reporting processes of active grants, in collaboration with finance and operations teams.
  • Track donor requirements and ensure compliance with reporting and visibility obligations according to MSF policy.
  • Act as the focal point during audits, coordinating the collection and submission of information from the different departments

Stakeholder Engagement & Coordination

  • Hold meetings, attend events, conduct personalized communication, develop packages
  • Coordinate with Middle East regional office for fundraising campaigns
  • Facilitate internal and external coordination to support effective partnership implementation.
  • Engage with MSF leadership, and other stakeholders to gain buy-in and support for partnerships and funding strategies.
  • Present partnership strategies, progress reports, and key updates to senior management and relevant stakeholders including Dubai office.
  • Identify and address challenges in partnership implementation, proposing solutions to enhance collaboration and outcomes.

Profile Required

Essential Qualifications

  • University as master’s degrees in international relations, Development Studies, Public Health, Business Administration, or a related field.

Essential Experience & Skills

  • Proven experience in: Developing and managing partnerships in a humanitarian or development context.
  • Writing grant proposals and key project documentation.
  • Budget development and financial oversight.
  • Managing and coordinating multiple stakeholders and networks.
  • Strong interpersonal and communication skills, with the ability to build trust and maintain relationships.
  • Demonstrated ability to work independently, prioritize tasks, and meet deadlines.
  • Familiarity with the regional humanitarian operational environment, preferably within MSF or similar organizations.
  • Proficient in Microsoft office: Word, Excel, PowerPoint…
  • Availability for travel upon request

Desirable and Education

  • Previous experience working with MSF or similar medical-humanitarian organizations.
  • Keen interest in gaining an understanding of Middle East and Gulf donors, partners and supporters
  • Excellent Arabic and English writing and speaking skills. Knowledge of French language is an asset.
  • Complex problem-solving capacity.
  • Excellent external presentation.

Languages: Fluency in Arabic and English is mandatory, both spoken and written.

Status: Full time – 1-year contract renewable, Position based in Amman, Jordan
