1. General Background

Ten years into the Syria conflict, Lebanon remains at the forefront of one of the worst humanitarian crises. The Government of Lebanon (GoL) estimates that the country hosts 1.5 million of the 6.6 million Syrians who have fled the conflict since 2011. The Syrian refugee population in Lebanon remains one of the largest concentration of refugees per capita in the world. Lebanon also hosts around 15,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA’s mandate. There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country.

The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector- based structure in Beirut and in the field. The structure brings together over 120 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

Under the direct supervision of the Information Management Officer, the Associate Information Management Officer supports data and information management activities in Lebanon. S/he will be serving as the sector IM focal point for one or more UNHCR led sectors. S/he will be the technical focal point for the monthly UNHCR protection monitoring exercise and will be liaising closely with the UNHCR protection unit.

Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage, and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities.

2. Purpose and Scope of Assignment

Coordinate data and information management activities

  • Participate in the data and information management team and activities.
  • Contribute to the design and implement data strategies and systems.
  • Assist the data team and others communicate the status, value, and importance of data.
  • Support the collection, storage, management and protection of data.
  • Support consolidation of data systems, including the interoperability of operational data and systems.
  • Ensure consistency of data and results for country, global and regional analysis, including cross border analysis and response.
  • Support data security, data protection and responsible data-sharing.

Support offices with data and information management

  • Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
  • Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies.
  • Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
  • Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators.
  • Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses.

Undertake data and information management activities at the Country level

  • Help consolidate data and information for country analysis.
  • Undertake data management activities (definition of needs, data collection, analysis, storage and dissemination)
  • Support analysis for comparative country analysis, including political and socio-economic trends.
  • Take part in planning processes (COPs and LCRP).
  • Support the analysis of trends concerning changes at the outcome and impact levels.
  • Develop information management products such as indicators, templates, maps and dashboards.
  • Help ensure data is curated and stored in data registries and libraries in accordance with standards.
  • Undertake statistical analysis.
  • Support solutions for meeting ‘communication with communities’ information and data needs.

Work in close collaboration with

  • All staff to further data literacy and assist in interpretation the data;
  • Registration staff regarding the use of individual and personally identifiable data collected or managed by UNHCR;
  • Programme staff on the data and information aspects of assessment, targeting and monitoring (three most data driven aspects of the OMC);
  • Inter-agency staff on the development, coordination and monitoring of country and/or regional responses plans;
  • Protection staff on the design, implementation and analysis of protection and case monitoring systems;
  • Operations coordinators and reporting officers on the design and delivery of data and information management products for internal and external consumption;
  • Sectors technical experts on the methodologies, formats, storage and dissemination of sectoral data and information, including cross sector analysis.
  • Senior management to understand and serve their information and knowledge needs.
  • Perform other related duties as required.

3. Monitoring and Progress Controls

Support to UNHCR led sector

• Provided gap analysis and targets on the basis of sound assessments and known data (yes/no)

• Development of the yearly reporting database and monthly monitoring tool (yes/No)

• Number of training sessions provided to sector partners (Target 12 sessions)

• Number of Presentations at sector working group meetings (Target: present at all sector working group meetings)

• Number of quarterly sector dashboards produced (target 4)

Regular production of new information products

• Number of new information products developed (target 3)

• Number of lnter-agency mail campaigns sent (target 6)

• Number of relevant lnter-agency products uploaded to the information sharing portal (target 24)

Support to protection monitoring

• Yearly revision of the protection monitoring analytical framework and questionnaire (yes/no)

• Production of monthly protection monitoring data analysis tabulations using SPSS or R (target 12)

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree.

· Experience with information management: data sharing, data management and data analysis to support policy formulation and implementation.

· Academic and/or work experience in research.

· Strong knowledge of SPSS statistical software.

· Advanced Excel skills (e.g. pivot tables, functions, etc.).

Desirable

· Knowledge of R language

· Knowledge of international protection, human rights and international humanitarian law.

· Experience in data collection and analysis in field situations.

· Knowledge of GIS and geospatial systems and techniques.

· Experience with interagency humanitarian planning processes.

· Knowledge of the UN system and the humanitarian community.
