Objetivo
El propósito del cargo de Asistente Técnico de ICLA es asistir en la implementación de actividades de terreno y gestión de casos de la competencia de Información, Orientación y Asistencia Legal de acuerdo a la estrategia programática de NRC Guatemala. Las principales temáticas de trabajo podrían ser apoyo y asistencia legal para procesos de reasentamiento a personas con necesidades de protección, obtención del estatuto de refugiado, obtención de documentación civil y de identidad, y acceso a derechos de vivienda, tierra y propiedad.
2. Principales Responsabilidades
- Implementación de actividades de información, orientación y asistencia legal a la población beneficiaria en oficina, comunidades y en misiones según las temáticas ICLA asignadas.
- Participar activamente en la planificación, ejecución y seguimiento de las actividades de NRC a nivel local en coordinación con oficiales, líderes de equipo y Coordinador/a ICLA.
- Coordinar y ejecutar jornadas de atención y/o actividades de sensibilización a personas desplazadas internas/personas en necesidad de protección internacional en los municipios/ciudades de acuerdo a la estrategia programática.
- Identificar, documentar, atender, referir y hacer seguimiento a casos en el marco de la labor desarrollada, y en coordinación con otros actores clave.
- Realizar actividades de gestión de casos mediante asistencia y acompañamiento en procesos legales para facilitar acceso a derechos en las temáticas ICLA asignadas, así como en elaboración de documentos jurídicos necesarios para acceder y disfrutar de esos derechos, realizando seguimiento periódico a los procesos de asistencia legal buscando asegurar su cierre.
- Facilitar apoyo para la revisión permanente de los casos y evaluar aquéllos que presentan mayor necesidad de atención jurídica para análisis de posibles casos de litigio estratégico y/o ser referidos a consultores de acuerdo a los acuerdos establecidos.
- Apoyar en la implementación de actividades de capacitación a funcionarios públicos y de otras organizaciones.
- Elaborar informes mensuales cuantitativos y narrativos de las actividades realizadas.
- Apoyar en el cumplimiento efectivo de los objetivos e indicadores del marco lógico de los proyectos a implementar.
3. Competencias Profesionales
- Título universitario Derecho (Abogado) o en Ciencias Sociales (Relaciones Internacionales, Trabajo Social o afines).
- Experiencia mínima de dos (2) años de trabajo en cargos similares, preferiblemente en el ámbito humanitario.
- Conocimiento del contexto operacional y de seguridad donde opera NRC.
- Excelentes habilidades para la expresión oral y escrita, se valorará el idioma inglés y manejo de lenguas indígenas.
- Experiencia en la provisión de información, orientación y asistencia legal
- Experiencia en trabajo directo con población vulnerable y sensibilidad al conflicto.
- Conocimiento de la estructura del Estado y de la política pública para la atención de víctimas de violencia/personas con necesidad de protección internacional y el sistema de protección nacional.
- Capacidad de brindar respuesta inmediata a los casos identificados, gestionar información y elaborar informes.
- Conocimiento y experiencia en el manejo del paquete Office y bases de datos.
