Danish Refugee Council, una de las ONG humanitarias líderes en el mundo, actualmente está buscando un Gerente de Base altamente calificado para nuestras operaciones en Tamaulipas, México.
El objetivo principal del Gerente de Base – Tamaulipas será abrir la nueva oficina en Reynosa, establecer las operaciones, contratar personal local, lanzar el proyecto y garantizar la entrega oportuna y efectiva de asistencia y servicios a la población objetivo.
Propósito general de la función : bajo la línea directa de gestión del Director de País, el Gerente de Base tendrá su sede en la Oficina de Tamaulipas y será responsable de la gestión general y la implementación de actividades en Reynosa y Matamoros. El puesto incluye viajes a los sitios de implementación en el área mencionada, así como visitas ocasionales a las áreas anfitrionas: comunidades periurbanas para evaluación y reuniones con socios y donantes, según sea necesario. El puesto obtuvo la gestión de línea de un equipo, el desarrollo de capacidades del personal en respuesta a emergencias, tareas y procedimientos de apoyo.
Responsabilidades:
Gestión
- Gestión directa del personal de apoyo y del programa que garantiza la coordinación entre departamentos;
- Coordinar de cerca con el equipo de alta gerencia asegurando flujos regulares de información.
- Gestión de personas de reportes directos (incluyendo desarrollo, planificación de personas y desempeño).
- Con los supervisores, supervisar las líneas presupuestarias de las actividades del programa, asegurando el uso eficaz y eficiente de los recursos, incluidos los financieros, humanos y todos los activos.
- Garantizar la provisión general y el cumplimiento de las políticas de DRC (incluido el Código de conducta), los procedimientos, las pautas, los sistemas y las prácticas estándar.
- Proporcionar liderazgo en la supervisión de logística/adquisiciones, recursos humanos/administración y actividades de servicios de oficina y garantizar su entrega oportuna/eficiente.
Representacion, coordinacion y reporting
- Representante principal de DRC en el área de operación; asistir con el apoyo del personal técnico de DRC a todos los foros/reuniones relevantes para fortalecer la posición de DRC
- Fomentar las relaciones con las autoridades locales y otras partes interesadas relevantes en el área de operación
- Apoyar las relaciones de trabajo con donantes, organizaciones nacionales e internacionales y contrapartes locales.
- Cumplir con los requisitos de informes internos, contribuir y garantizar la calidad de los informes externos del área de operación.

- Liderar el proceso de adaptación de la estrategia nacional de la RDC al contexto y las circunstancias locales
- Proporcionar un análisis regular sobre el contexto y la situación humanitaria en el área para el desarrollo de propuestas de proyectos y evaluaciones de seguridad en cooperación con el Director de País y el personal del programa.
Seguridad
- Garantice un entorno seguro y protegido para el personal, los beneficiarios y los activos de DRC al garantizar que los procedimientos de seguridad locales estén actualizados y que se sigan los SOP de acuerdo con la política de DRC. Dado el contexto conflictivo dentro de las áreas de operación, el jefe de base deberá monitorear de cerca las actividades que se desarrollan en el terreno y el personal que las realiza, asegurándose de que cumplan con los protocolos de seguridad.
- Llevar a cabo monitoreos y evaluaciones regulares de seguridad y protección.
Como Gerente, el titular del puesto es responsable de lo siguiente:
- Responsable de lograr las metas y objetivos estratégicos de DRC dentro del área de responsabilidad
- Responsable de tomar decisiones importantes sobre lo que hace la unidad: su propósito, funciones y rol, y de asumir compromisos y decisiones que requieren el gasto de recursos significativos de la unidad
- Responsable de la gestión de personas de informes directos, generalmente al menos 3 empleados. Esto incluye la contratación y el despido, el establecimiento de objetivos, la libertad condicional, la evaluación del desempeño, el desarrollo del personal, la gestión del desempeño, incluido el desempeño deficiente, etc.
- Responsable de tomar decisiones acertadas basadas en las políticas de DRC, MOP, estándares y el asesoramiento de expertos técnicos en DRC.
Experiencia y competencias técnicas: (incluir años de experiencia)
- Experiencia mínima de 6 años en la gestión de programas humanitarios integrados que incluyen protección, refugio, WASH, asistencia a través de modalidades de efectivo, artículos no alimentarios y medios de subsistencia.
- Experiencia mínima de 4 años en el campo relevante supervisando programas humanitarios multisectoriales en entornos en áreas y contextos conflictivos
- Experiencia mínima de 5 años en gestión de personas
- Fuertes habilidades de liderazgo y competencia en la gestión de personas.
- Práctica y amplia gestión financiera, de Recursos Humanos y de administración
- Experiencia trabajando con un sistema ERP integrado (proceso de adquisición de extremo a extremo y otros módulos periféricos de logística): MS Dynamics se considera una ventaja
- Gestión de partes interesadas externas (especialmente con las autoridades locales);
- Excelentes habilidades comprobadas de comunicación y redacción de informes.
Experiencia trabajando en áreas remotas, con oportunidades limitadas para crear redes sociales.
Educación :
Maestría en ciencias políticas, desarrollo internacional, asistencia humanitaria, economía u otros campos relevantes de una universidad de primer nivel
O Licenciatura en campos relevantes con 6 años de trabajo
experiencia en puestos similares.
Idiomas:
Dominio completo del español
Dominio del nivel de trabajo en inglés.
