Overall purpose of the role:
Reporting to the Head of Programmes, the CCCM Coordinator will provide strategic leadership and overall coordination of DRCs Camp Management and Camp coordination functions including site management and cluster coordination. The CCCM Coordinator will also be responsible for reviewing CCCM approaches, methodologies and programming, supporting Area Managers, camp managers and CCCM teams in developing higher quality programming that is responsive to the needs of those living in camps and camp like settings. The CCCM Coordinator will lead DRC’s engagement with the CCCM cluster and other coordination forums, working collaboratively to ensure harmonized and coordinated responses by all CCCM actors.
In South Sudan, DRC currently is the CCCM actor in Malakal PoC camp, the Aburoc IDP camp, and in Unity in both Bentiu IDP settlements and refugee camps in Jamjiang. In addition, DRC has been working closely with the CCCM Cluster and has developed a rapid emergency assessment and mobile CCCM team based in Juba that is deployable to new or existing camps and collective sites in need of coordination and site management support. The Camp Management Coordinator will provide support and advice to these teams in addition to growing the portfolio of DRC’s CCCM work.
To achieve the objectives of the position, the Camp Management Technical Coordinator will perform the following tasks and undertake the following responsibilities:
Technical Advice and Strategy
- Provide technical advice to programme managers and camp management staff on implementation of CCCM activities;
- Provide guidance on development of new camp management activities including mobile and urban approaches to site management and coordination.
- Maintain and revise the CCCM strategy for DRC.
- Support Camp Managers to strengthen communication with communities, identify beneficiary information needs and provide guidance in developing information and awareness-raising materials and activities, with beneficiary participation, and strengthening communication and complaints mechanisms.
- Promote a participatory approach (engagement of affected population) to camp management and service provision in the camps/sites.
- Work with Camp Managers to ensure representative governance and leadership structures, and improve capacity and accountability of Camp Management Committees and other community groups through trainings, workshops and close coordination.
- Lead on national camp management and POC strategy development geared towards the promotion of durable/transitional solutions, and support field teams with local strategy development.
- Support design of and coordinate assessments as relevant to camp management and participate in assessments as required.
- Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-managed sites.
- Support integrated programming modalities with other core DRC sectors including Protection, Economic Recovery and Humanitarian Disarmament & Peacebuilding.
Coordination
- Responsible for supporting the planning, coordination and implementation of project activities related to camp management components of all projects in DRC refugee and emergency response locations.
- Coordinate information collection and collation across different camps and camp like settings.
- Ensure that a minimum standard of quality programming is implemented across all DRC camp management activities in all locations.
- Improve communication and coordination between DRC camp management staff based in different locations.
- Ensure coordination of camp management activities with other key technical coordinators (Protection, Economic Recovery, Humanitarian Disarmament & Peacebuilding, Durable Solutions).
Capacity building
- Identify gaps and weaknesses in technical capacity of DRC staff and prepare a training plan to address these in agreement with Head of Programmes.
- Ensure roll out of the agreed plan in all sites including preparation of materials, training reports and action planning.
- Provide sustained training to CCCM staff and development of action plans.
- Provide induction training for new staff on CCCM portfolio in South Sudan.
- Support engagement of meaningful, long-term partnerships with national organisations
External Relations
- Represent DRC at the CCCM cluster in Juba and field locations on a regular basis and establish strong links with all CCCM actors and stakeholders.
- Stay up to date with donor strategies and practices within South Sudan and provide technical backstopping to the Head of Programmes in donor relations.
- Maintain close collaboration and good relations as required with donors and other partners.
Reporting and information sharing
- Ensure timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
- Promotion of learning from relevant best practices internally and externally.
- Support preparation and review of donor reports for CCCM components for submission.
Strategic programme development
- Identify opportunities to increase scope and quality of DRC CCCM programming in South Sudan.
- Participate in gathering of information and contributing to CCCM components of proposal development, including working with site teams to ensure accurate assessments, planning of suitable activities and preparation of log frames with SMART indicators.
Experience and technical competencies:
- At least 5 years’ proven and successful track record of humanitarian experience, including in a camp setting;
- Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries;
- Strong knowledge of CCCM and ideally knowledge of mobile, urban and/or area based CCCM approaches
- Ability to work effectively as an integral part of multi-disciplinary and to work with a wide range of counterparts, and other partners;
- Excellent interpersonal skills, cross-cultural communication and ease working in multi-ethnic team, with a constructive and cooperative problem-solving approach
- Proven coordination skills and experience engaging with clusters.
- Proven experience of preparing project proposals and log frames for CCCM projects for donors;
- Experience with different donors i.e. BHA, SSHF, UNHCR, ECHO, BPRM, CHF and DANIDA preferred;
- Understanding of and experience in engaging the cluster system in IDP camps;
- Experience of information management, information visualisation and/or mapping desirable
- Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
- Experience with the liaison with donors and Government authorities
- Experience in working in complex and politically-sensitive contexts
- Strong interpersonal skills and a team player – able to demonstrate a constructive, cooperative and problem-solving approach
Education:
- Degree in relevant field from a recognized institution, or relevant working experience;
Languages:
- Excellent verbal and written proficiency in English.

Conditions:
Contract: 12-month contract with a possibility of renewal. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Staff.
