Planning, Monitoring, Evaluation, Reporting and Learning PMER

JOB DESCRIPTION: The main objective of the incumbent is to ensure that sustainable frameworks, tools, practices, processes and capacities are developed and maintained in the National Society for accountable and evidence-driven humanitarian programming. This is to be achieved by maintaining/reinforcing the Planning, Monitoring, Evaluation, Reporting and organizational learning framework within the National Society, including all branches and HQ organizational units.

The purpose of this position is to develop a harmonized framework of organization-wide planning, monitoring and information flow, that enables evidence-based and efficient management of all programmatic activities. Tools and workflows are to be developed for an organization-wide, centralized collection and reporting of information and monitoring data, that enables strategic oversight, ease of external and internal reporting and builds continuity and institutional memory. Workflows, tools and end products that are developed should be inclusive, building on collective effort, with clear roles of responsibilities.

Beyond developing, rolling out and maintaining the National Society’s own systems, the incumbent should facilitate strategic an operational planning, ensuring that planning formats and processes lead to clear strategic vision and plan to implement.

The incumbent will work in close collaboration, and under the direct guidance of the National Society’s leadership, while maintaining close working relations within the organization, including the leadership of local branches and units in the HQ, especially the Disaster Management, Community Engagement and Accountability (CEA), and Finance units, to coordinate data collection, analysis, feedback from affected populations and information to inform operational planning, decision-making and quality and accountable programming.

JOB RESPONSIBILITIES:

  • Creating, maintaining and executing an overarching monitoring framework for the National Society’s programmes and operations. The monitoring framework is to cover all activities in Armenia, and should include impact measurement (baseline, end line surveys/PDMs) and learning activities.
  • Development, roll-out, and sustainable functioning of a centralised and harmonised activity monitoring and reporting system within the National Society, between branches and HQ units and the Leadership, ensuring key capacities and focal points are in place for reporting and consolidating data and narrative information.
  • Creating, maintaining and executing a comprehensive, M&E framework for CVA programming in-country, in cooperation with the CVA team
  • Providing consolidated monitoring data for the internal decision making of the National Society, ensuring National Society activity monitoring feeds into the federation-wide framework for monitoring and reporting, as well as into external reporting.
  • Providing trainings or other means of capacity development for National Society staff to facilitate the collection and reporting of activity monitoring data.
  • Reviewing/creating SOPs, templates and online systems as needed, and defining a standard set of end products to improve internal and external reporting.
  • Facilitating the creation and continuous maintenance/revision of a strategic, operational and implementation plan that encompasses the National Society’s response plan in its entirety, that places the National Society at the center of coordinated Federation-wide efforts in-country, and is aligned with and feeds into multi-country and regional strategies.
  • Establishing evaluative and learning practices in the National Society, including organizational learning, impact measurement, reviews and evaluations as applicable.

Facilitating strategic, long-term and emergency planning processes in the National Society, in coordination with Movement partners.

REQUIRED QUALIFICATIONS:

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics, Sociology etc.
  • 3 years’ experience working for an NGO/INGO
  • 2 years’ experience working in project management, PMER and/or Information Management
  • Experience working in an emergency response context (preferred)
  • Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management
  • Skills in supporting organizational learning, accountability and performance
  • Strong analytical and written skills, including reports and presentation skills
  • Strong skills in designing and using PMER concepts, tools, and best practices
  • Knowledge of results-based or adaptive management systems and processes
  • Knowledge and skills around results-based planning (logframe)and setting up robust planning systems for complex programmes
  • Knowledge of assessment, survey and monitoring methodologies and experience implementing them
  • Experience in capacity building through on-the-job or other training methods

– Fluency in Armenian and English languages.

– Excellent interpersonal and communication skills.
