Head of Operations

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Juba, South Sudan.

As Head of Operations (HoO) you will be one of the key members of the Senior Management Team (SMT) along with the Country Director (CD), Deputy Country Director – Compliance (DCD), Head of Program Development, Quality and Strategy, Head of Program Implementation, Head of Finance and Security Advisor. You will provide strategic service-oriented leadership to all support functions (HR, ICT, Procurement, Logistics, Administration) at WHH SSD, ensuring compliance with organization’s and donors’ procedures and legal and administrative requirements, guided by Core Humanitarian Standards on accountability and quality of delivered services, with the objective of optimization and digitalization of the procedures and processes. Furthermore, you will work closely with Head Office-based Regional HR Manager, Global Head of Logistics, and Head of Digital Services and Operations.

Your responsibilities

  • Serve as a key advisor to the Senior Management Team on operational and administrative matters, especially related to the HR, Procurement and Logistics, Administration, IT
  • Lead a collaborative and cooperative approach across all the aspects of the support, assistance and advice provided to minimizing project and team silos and maximizing synergies and efficiencies, leading to area-based programming
  • Oversee the successful implementation of key operations and administration functions including procurement, logistics, recruiting, HR, office opening and close-down, and other operational requirements in adherence with WHH’s policies and procedures, donors rules and regulations, and global best practices
  • Oversee policies and processes related to Operations, including HR, Administration, IT, Procurement, Logistics and asset management with an emphasis on highest accuracy and accountability
  • Lead the process of digitalization of the Country Office across all Operations and Finance Units in close collaboration with Head Office-based DTO (Digital Transformation Office) and DSO (Digital Support Operations) and with support of CO-based IT & Digital Data Protection Manager and Compliance Manager
  • Serve as a mentor to all support staff (Country Office and Project-based): HR, Procurement, Logistics, Administration, IT & Digital Data Protection
  • Ensure effective and result-oriented coordination among the support departments and program units to expedite timely and efficient delivery of services to the projects
  • Design, continuously update and implement system enhancing synergies between all support departments and Programs
  • Directly lead the process of the development and staff capacity building across the departments to ensure that all staff are aware of and trained in the Standard Operating Procedures and related skills necessary for compliance
  • Develop strategic administrative and operational goals, action plans and ensure appropriate resources and structure for critical infrastructure functions – Human Resources, Administrative, IT, Procurement and Logistics to maximize the process efficiency and productivity
  • In direct collaboration with the SMT monitor staff welfare and co-lead on implementing solutions and improvements

Your profile

  • A University or College degree preferably in Finance/ Economics, Logistics, Public Administration, Law, Human Resources Management or a related discipline
  • At least seven years demonstrated progressing experience in leading the systems (HR, Logistics and Procurement, IT) in a large scale Country Operation
  • Proven track of strengthening systems across the organization
  • Multi-country experience of working in a multi-cultural setting; familiarity with the South Sudan context is a strong advantage
  • System thinker, with service orientation and exceptional analytical skills
  • Leadership ability with demonstrated capacities to analyse needs, develop a plan and action the plan to completion
  • Experience with strategy development, operational design/ management, and change management
  • Capacity building approach with proven track of growing national staff through coaching and mentoring
  • Working knowledge of budget development and management
  • Excellent time management skills and ability to handle multiple priorities
  • Willingness to travel to project locations where living conditions are basic
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
  • Excellent communication skills, including fluent spoken and written English
