INTRODUCTION

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 40 countries throughout the world. DRC fulfils its mandate by providing direct assistance to conflict-affected populations, refugees, Internally Displaced Persons (IDPs) and host communities in conflict areas. DRC places a primacy on promoting a rights-based approach to humanitarian aid with a commitment to protection at the core of its mission.

The “**Protecting Rohingya Refugees in Asia**” (PRRiA) project brings together the Danish Refugee Council (DRC), the Asia Displacement Solutions Platform (ADSP), the Mixed Migration Centre (MMC) and the Geutanyoë Foundation (GF) to enhance regional protection responses in support of Rohingya refugees.

Through support from the European Civil Protection and Humanitarian Aid Operations (DG ECHO), the project aims to identify and address the protection risks and needs of Rohingya refugees in Southeast Asia with a particular focus on Thailand, Malaysia, and Indonesia. It combines evidence-based research with programmatic and advocacy expertise to allow project partners, through their comparative advantages, to explore and advocate through new paths to support Rohingya refugees and the communities hosting them.

SCOPE

The consultancy is responsible for managing and coordinating the effective implementation of the ECHO funded Protecting Rohingya Refugees in Asia (PRRiA) activities in Malaysia and Indonesia, for the Geutanyoe Foundation, in collaboration between DRC Asia Regional Office and its partners.

The consultancy will ensure effective coordination amongst project staff in Malaysia and Indonesia during all phases of the project to guarantee that the implementation of the project is carried out in alignment with Geutanyoe Foundation’s work plan and DRC and ECHO regulations.

The position is directly supervised by the DRC Asia Regional Head of Programme and has a dotted technical line to the International Director of Geutanyoe Foundation.

The position will also work closely with other key staff of the project eg: Deputy Director, Geutanyoe Foundation; DRC Regional Head of Support Services; DRC Regional ECHO Project Coordinator; DRC Regional Technical Coordinators for Protection, Advocacy, and Communications; Mixed Migration Center – Asia (MMC) and the Asia Displacement Solutions Platform (ADSP)

Location: Kuala Lumpur, with travel within Malaysia and to Aceh, Indonesia

OBJECTIVES OF THE CONSULTANCY

PROJECT COORDINATION (25%)

· Responsible for the day-to-day coordination and management of the project in Malaysia and Indonesia.

· Monitor and review the detailed workplan against project deliverables and budget with clear milestones identified; Review and revise the workplan per changes in the project context.

· Prepare for and participate in the monthly Technical Working Group, quarterly Project Coordination Unit meetings, and monthly Budget Follow-up meetings, to review Geutanyoe Foundation’s progress of activities, analyze results, address the operational needs of the project, as well as discuss budget/financial issues, and follow up on action points.

· Coordinate the development of all technical tools related to the project (SOPs, ToRs, templates/formats) with the relevant DRC Regional Technical Coordinators; Ensure that all relevant tools and SoPs are understood and followed by project staff in the implementation of project activities

· Upholds DRC’s Principles of Partnership: Equality, Transparency, Results-Oriented Approach, Responsibility and Complementarity.

PROJECT CYCLE MANAGEMENT & QUALITY ASSURANCE (35%)

· Ensure that the implementation, monitoring and evaluation, and documentation of all project activities are carried out in accordance with DRC standards and meet the goals and objectives of the project design as well as the compliance requirements of the donor.

· Ensure the implementation of the MEAL framework; Set-up and follow-up the accountability systems for relevant project activities;

· Monitor the budget utilization is as per agreed work plan and mile-stones and report on a monthly basis to Regional Head of Support Services on overall burn rates, and prepare budget reallocations and/or Modification Requests to the donor, per the requirement with adequate justification.

· Ensure abidance by DRC and donor financial and procurement procedures with maximum cost effectiveness

· Conduct capacity building in project management for relevant Geutanyoe Foundation staff

GRANT MANAGEMENT & REPORTING (35%)

· Ensure that contractual obligations are met by Geutanyoe Foundation in terms of project deliverables.

· Ensure that donor rules and procedures are understood and respected by relevant project staff in Geutanyoe Foundation; assess capacity gaps and coordinate with DRC to facilitate trainings as identified/required on proposed systems and processes.

· Develop/Produce internal monthly reports and advocacy log as per the agreed schedule and template (narrative and budget);

· Ensure external/donor reporting requirements and deadlines are respected by Geutanyoe Foundation and coordinate the same with DRC Regional Project Coordinator

REPRESENTATION (5%)

· Represent the project to key stakeholders as suggested by the International Director of Geutanyoe Foundation and provide them with information about project objectives, risks, constraints and progress, ensuring positive and constructive working relationships.

TIMEFRAME & DURATION

The consultancy is expected to run full-time, starting 15 April 2021 and ending on 30 June 2023.

EXPECTED PROFILE/QUALIFICATIONS

Required Qualifications

• Minimum 5 years of work experience in project management (planning, monitoring, evaluation) in the humanitarian context, including in a leading position for an I/NGO
• Strong experience in managing ECHO-funded projects and familiarity with ECHO regulations
• Broad knowledge and experience in budget management
• Strong technical background in MEAL
• Contextual knowledge of the displacement trends and protection risks faced by Rohingya refugees in Malaysia and Indonesia
• Excellent communication and report writing skills in English

Desired Qualifications **

• Having a clear understanding of the regional protection concerns and proven skills in advocacy work in the Asia region
• Good IT command The Consultant is obliged to abide by

Education: (include certificates, licenses, etc.)

Master’s degree in International Development, Human Rights, Social Work, or similar. Qualifications in migration or refugee issues are preferred.

As this consultancy is based in Kuala Lumpur, Malaysia, it is open only to Malaysian nationals and those with active residence and work permits in Malaysia.
