Creative seeks a Project Director for a USAID/OTI-funded project within its Political Transitions Practice Area. The Project Director works under general direction and performs specialized and complex work within their project area. The Project Director is responsible for work plan implementation from project concept to closure, and coordinates efforts across HQ and field teams to achieve project objectives. The Project Director manages junior staff providing project backstopping support for financial, contractual and programs and travels internationally to oversee field project and reconnaissance activities. This position serves in a leadership role to solve problems in project implementation and assure implementation of fully compliant projects in the field. The Project Director is responsible for the development of programmatic documents and reports and provides operational, research, and logistical support to project staff and consultants. As part of the HQ team, the Project Director serves in a lead role on technical aspects of program design and implementation, as well as in business development and proposal activities.
Reporting & Supervision:
The Project Director reports to the Political Transitions Practice Area Director.
- Responsible for assigned project teams in all facets of project ramp-ups, project implementation, and project close-downs, ensure program implementation success and compliance in line with USAID’s and Creative’s administrative, financial, procurement, and operational procedures;
- Help lead project strategy and program/project implementation from concept to closure; work directly with multiple HQ and field teams;
- Assure that project implementation is executed with best practices and compliant project and financial management skills;
- Develop junior project management staff in USAID and Creative’s policies and procedures;
- Responsible for enhancing HQ-field coordination/communication for improved project management; and
- Lead efforts in proposal development and business development efforts.
- Responsible for project activity development, implementation, tracking, and disbursements;
- Oversees the implementation of approved activities, monitoring of timelines, tracking budgets, and supporting subcontract development; resolves issues in project start-up and close-down;
- Responsible for continuous improvement to project management standard operating procedures;
- Manages overarching aspects of project implementation including project backstopping, key field personnel support, and consultant agreement development and execution; prompt and compliant processing of project finance transactions, approval and handling of all travel and related logistics, and grant management implementation;
- Assures that all project-related documentation including program work plans, staff records, communications, and transactions are compliant, properly documented, and organized;
- Manages project budgets and subcontractor budgets; makes projections and submits regular reports;
- Works with Contracting Officer on specified project activities;
- Contributes to regular reports on project success stories and deliverables;
- Responsible for representing the project externally with the client, partners and/or donor organizations, and other stakeholders;
- Serves in a lead liaison role working with support divisions in HQ including HR, Contracts, Procurement, Field Operations, Communications, and Finance, to support project implementation;
- Serves in a key role with business development on proposals; and
- Manages activities regarding reconnaissance and fact-finding trips in preparation for bids.
Required Skills & Qualifications:
- Bachelor’s Degree in a relevant field and 12-15 years of relevant experience, or a Master’s degree and 10-12 years of relevant experience;
- Experience with political transition, peacebuilding, or post-conflict programs;
- Field experience as a senior manager such as Operations Manager, Grants Manager, Deputy Country Representative or extended (10 months or more) short term technical assignments;
- Experience in supervising the work of junior staff members;
- Experience in HQ project management;
- Experience in reviewing and approving project procurements, grants, and purchase order agreements;
- Experience in leadership of project start-ups and close-downs;
- Extensive skill and experience in U.S. government donor regulations;
- Excellent communications skills; skills in developing and managing proposal and project budgets;
- Ability to work well in a team environment as well as independently; and
- Ability to travel internationally.
Desired Skills & Qualifications:
- Proficiency in a second language, such as Spanish, French or Arabic strongly preferred; and
- Experience working with USAID/OTI-funded programs.
